House Republicans press Trump to let Jones Act waiver expire

House Speaker Mike Johnson and 51 other Republican lawmakers asked President Trump on July 1 to let the current Jones Act waiver lapse on schedule in mid-August, reopening a dispute over coastwise shipping rules, maritime jobs, and how fuel and freight flows might be affected.

What the Jones Act and waiver do

The Jones Act generally requires cargo moving between U.S. ports to be transported on ships that meet U.S. requirements for construction, ownership, and crew when qualified vessels are available. The government can issue waivers when it determines normal access to compliant shipping isn’t workable under emergency or changing conditions.

The U.S. Maritime Administration provides the domestic-shipping framework and tracks waiver information for coastwise transportation.

House Transportation Committee Democrats have already treated the waiver as an oversight issue. A committee press release by ranking members Larsen and Carabajal says they want answers about why the waiver remains in place, including the administration’s justification and the authority and criteria being used.

Rep. Salud Carbajal also highlighted oversight into foreign vessel operators he says benefited from the Jones Act waiver, arguing for clearer boundaries between temporary exceptions and longer-lasting policy effects.

The practical question for ports, shippers, and the maritime workforce is whether the White House allows the waiver to end in mid-August as requested—or seeks another extension.
