Cameron approves airport layout plan update with federal funding

The Cameron City Council approved an airport planning update on second and final reading July 20, authorizing the city manager to enter a professional-services agreement for Cameron Memorial Airport. The city packet lists a $14,676.46 Cameron match toward a project funded mostly with federal dollars.

Bill 2026-16 authorizes an agreement with Crawford, Murphy & Tilly for an Airport Layout Plan update and accompanying narrative. The firm was selected through the city’s five-year airport professional-services process, and this layout-plan update is identified as the first project under that agreement.

What the council approved

The project amount is not to exceed $293,529.11. The city packet lists $278,852.65 in federal funding, or 90%, and $14,676.46 from Cameron as the local match, or 5%.

Cameron’s current Airport Layout Plan was last completed in 2009. The update is intended to document existing airport facilities, evaluate future needs and provide a current planning reference for the city, the Federal Aviation Administration and the Missouri Department of Transportation.

What an Airport Layout Plan does

An Airport Layout Plan is a planning and engineering document, not a construction project. The FAA’s airport-planning guidance describes it as a graphic representation of an airport’s existing facilities and proposed or future development.

Depending on the airport and the scope of the update, the plan can address runways, taxiways, aprons, aircraft parking, hangars, terminal facilities, safety areas, airspace considerations and related land-use elements. It gives airport officials and reviewing agencies a common document for evaluating current conditions and possible future improvements.

FAA guidance says federally assisted airport development generally must be consistent with an FAA- and sponsor-approved Airport Layout Plan. A current, approved plan is therefore part of the process for evaluating later airport development and potential federal funding requests.

No runway extension has been approved

The council action does not approve, fund or schedule a runway extension. Airport Manager Eric Evans told the council that a runway extension is not currently planned.

The plan update may review future development needs identified through the planning process, but listing or evaluating a possible improvement does not mean that the improvement will be built. Any runway change or other major airport project would require additional planning, agency review, project-specific funding and separate approvals.

Why the update matters

For Cameron, the update will replace a planning document last completed in 2009 with a current assessment of airport facilities and future needs. It can help the city coordinate with FAA and MoDOT requirements, identify potential projects and prepare for later funding applications.

The next steps are the consultant’s preparation of the updated plan and narrative, agency coordination and consideration of the completed document. Any later construction project would be a separate decision rather than an automatic result of the agreement approved July 20.
