Keokuk Sets Aug. 6 Hearing on Timea Street Sewer, Stormwater Grant

Keokuk’s Timea Street reconstruction project is moving into a more defined funding and public-review phase, with a confirmed state revolving-fund award for sewer work and a separate federal grant application still pending.

The Keokuk City Council has scheduled a public hearing for Aug. 6, 2026, at 5:30 p.m. at Keokuk City Hall on the city’s application for Community Development Block Grant funding. The hearing will give residents an opportunity to comment before the application advances.

One funding source is confirmed

City Council minutes from July 2 identify a $1.2 million forgivable Clean Water State Revolving Fund award for the sewer portion of the Timea Street project. That is the confirmed funding component described in the current city record.

The Iowa Department of Natural Resources also lists a Keokuk Timea Street water-main replacement project in its 2026 revolving-fund materials, providing state-level support for the project’s placement in the funding pipeline.

The CDBG request covers broader work

The separate CDBG application would support sanitary and stormwater improvements along the corridor. City documents describe work that would include improvements to the sanitary and stormwater systems and separation of stormwater from the sanitary sewer system.

The proposed separation is tied to combined sewer overflow impacts. In practical terms, the project is intended to improve stormwater management and reduce the amount of stormwater entering the sanitary system during wet conditions. The city’s records describe that as a project goal; they do not establish that the work has already begun or that the requested CDBG money has been awarded.

What residents should watch next

The Aug. 6 hearing is a public-review step, not a construction start. The CDBG funding remains requested, and the current records do not provide a final construction schedule, completed bidding process, neighborhood closure plan or project completion date.

Keokuk’s July 2 council minutes indicate that bidding for the broader project likely would not begin until early 2027. That means residents and businesses along or near Timea Street should expect additional project details before construction disruption is imminent.

The next significant milestones are the public hearing, a decision on the CDBG request, development of final project and bidding documents, and any later notices about traffic access or construction timing. Until those steps occur, the project has one identified funding source and one major funding request still under consideration.
