Homer City Wastewater Permit Comments Reopened Through August 10

Pennsylvania’s Department of Environmental Protection has reopened public comment on a corrected wastewater permit draft connected to the Homer City Generation redevelopment project. Comments on the revised proposal are due August 10, 2026.

The second draft was published July 11 in the Pennsylvania Bulletin. It replaces a June 27 draft after DEP corrected errors in the earlier documents. The correction restarted the 30-day public-comment period.

What the permit amendment covers

The proposed amendment concerns industrial-wastewater wastestreams that would flow to Outfall 027 at the Homer City Generation facility. DEP identifies Two Lick Creek as the receiving stream.

The proposed effluent limits for Outfall 027 are based on a design flow of 6.84 million gallons per day. That figure is the proposed flow used for the permit analysis; it is not a statement that Two Lick Creek is already receiving that amount of wastewater.

WCCS reported that the proposed wastewater is associated with cooling-tower blowdown, the water left with concentrated minerals and salts after evaporation. The local report also said the corrected revisions do not change the effluent limits or monitoring requirements for the project’s other internal monitoring points and outfalls.

What DEP says about water supplies

DEP’s notice states that the proposed discharge is not expected to affect public water supplies. That is the agency’s assessment of the proposal; it does not mean the amendment has been approved or that the proposed discharge is harmless.

The permit amendment remains subject to public comment and DEP review. The official Pennsylvania Bulletin notice contains the permit identification, comment requirements and agency contact information. DEP’s notice says comments should identify the proposed permit and include the commenter’s name, address, telephone number and a concise statement explaining the relevance of the information or objection.

The facility is outside the borough

Although the project uses the Homer City name and has a Homer City mailing address, the facility is not inside Homer City borough. DEP identifies the site as 1750 Powerplant Road in Center Township, Indiana County. The Pennsylvania Department of Community and Economic Development identifies Homer City as a borough in Indiana County.

That distinction matters for residents tracking local impacts and public records: the permit action applies to the facility site in Center Township, while the project name and mailing address connect it to the broader Homer City area.

Comments must be received by August 10, 2026. Residents and other interested parties should consult the official notice for the precise submission instructions and permit details before responding.
