Musk’s America PAC Reports Plans for Up to $120 Million Midterm Push

Elon Musk is reportedly reviving America PAC for a Republican voter-turnout operation ahead of the November 3, 2026, congressional elections, with follow-up reporting putting the possible budget at $100 million to $120 million.

The reported figure is a plan, not money already documented as spent in Federal Election Commission records. Axios reported July 29 that Musk’s representatives declined to specify an exact amount and that the operation would focus on door-knocking, digital advertising and direct mail across multiple states.

That distinction will matter as the midterm campaign develops. America PAC’s future FEC reports should show whether the reported operation becomes documented spending, who finances it, which vendors are paid and whether expenditures support or oppose specific candidates.

What America PAC is expected to do

The reported strategy centers on increasing Republican turnout, including among voters who are less likely to vote in a nonpresidential election year. The operation may be part of the broader Republican political ecosystem, but America PAC’s expenditures must remain legally independent from candidate campaigns and political parties.

Door-to-door canvassing, online advertising and mailed campaign materials can become significant expenses when deployed across several states. The reported plan should not be treated as completed activity unless and until the committee discloses the spending in FEC reports.

What the FEC record shows now

FEC records identify America PAC as an active independent-expenditure-only political committee, commonly known as a super PAC. From January 1, 2025, through June 30, 2026, the committee reported $50.33 million in receipts and $52.28 million in disbursements.

The committee reported $87,133.53 in independent expenditures during that period and had $274,171.32 in cash on hand at the end of the reporting period. Those figures do not confirm that the reported 2026 field and advertising operation has begun, nor do they show that the committee has committed $100 million to $120 million for the midterms.

The PAC’s earlier activity shows that it has operated at a much larger scale. Through September 30, 2024, America PAC reported $83.70 million in receipts, $79.70 million in disbursements and $73.57 million in independent expenditures, according to FEC campaign-finance statistics.

How super PAC rules apply

Under federal rules, independent-expenditure-only committees may raise and spend unlimited amounts, including money from individuals, corporations, labor organizations and other political committees, subject to applicable source restrictions. They may support or oppose candidates through independent communications, but they cannot make direct contributions to federal candidates.

The spending also cannot be made in consultation or cooperation with, or at the request or suggestion of, a candidate, campaign or political party committee. A communication that is coordinated with a candidate or party can be treated as a contribution rather than an independent expenditure.

Super PACs remain subject to federal disclosure requirements. Their reports can identify major contributors, advertising firms, field-operation vendors, mail contractors and other political service providers.

The next accountability checkpoint

The next major filing deadline listed by the FEC is August 20, 2026, for the August monthly report. Later monthly and pre-general-election filings should provide a clearer record of whether the reported plan has become actual spending.

Readers watching the operation should look for independent-expenditure reports, large contributions, payments to field and advertising vendors, and disclosures showing whether spending supports or opposes particular candidates. Those filings will provide a more concrete measure of the PAC’s activity than the reported budget range alone.

Separately, the Associated Press reported that the Wisconsin Elections Commission referred complaints involving Musk’s 2025 voter-payout promises to the Brown County district attorney’s office after finding probable cause that he violated Wisconsin election law. Prosecutors can decide whether to bring charges. That matter concerns earlier activity and is separate from evidence about the reported 2026 America PAC plan.
