Plattsburg sewer rehabilitation project receives $5.2 million state package

Plattsburg, Missouri, has received a $5.2 million assistance package from the Missouri Department of Natural Resources for rehabilitation of the city’s existing sanitary sewer collection system. DNR says the project is expected to be completed by June 2027, but the reviewed records do not confirm that field construction has begun.

The project is for Plattsburg in Clinton County, not nearby Platte City or another similarly named community. DNR announced the award on June 16, 2026.

Funding for sewer rehabilitation

DNR said the package includes a $3.1 million grant and a $2 million loan through the Clean Water State Revolving Fund. The department describes the overall assistance as $5.2 million, although the rounded grant and loan figures total approximately $5.1 million.

DNR estimates the financing will save Plattsburg ratepayers about $3.1 million in principal and approximately $1.3 million in interest over the 30-year loan term. Those are long-term financing estimates, not immediate bill reductions or a guarantee that monthly sewer rates will fall. The records do not assign a specific savings amount to individual customers.

What the project includes

Bid documents identify rehabilitation of approximately 40,000 linear feet of 8-inch to 12-inch sanitary sewer mains in Plattsburg. The work also includes lining associated service-lateral connections, rehabilitating manholes and replacing cleanouts with standard manholes.

In practical terms, the project targets parts of the existing collection system that can allow rainwater or groundwater into sanitary sewers. That extra flow can increase the amount of water the system must convey and treat during wet weather.

Procurement is documented; construction status is not

DNR’s bid notice opened Feb. 17, 2026, and required bids to be received at Plattsburg City Hall by 1 p.m. March 24, 2026. The notice confirms the construction scope and exact location, but it does not establish that field construction has started or identify a contractor.

The reviewed records do not identify affected streets, construction phases, traffic or access plans, service-interruption schedules or a resident-notification timetable. Residents should watch for later city notices about those details as the project moves forward.

Reducing wet-weather system problems

DNR says the improvements are intended to reduce wet-weather inflow and infiltration, sanitary sewer overflows and unnecessary treatment of stormwater. Inflow and infiltration refers to rainwater or groundwater entering sanitary sewers through connected or damaged components. The project is intended to improve wastewater-system performance and help protect local waterways, but the documents do not say it will eliminate all overflows or flooding.

Why the state records show different amounts

Missouri’s approved fiscal-year 2026 Clean Water State Revolving Fund project list separately lists Plattsburg as an applicant with a $3.5 million grant and a $2.856 million loan request, for a listed request of $6.356 million. That planning-stage request is not identical to the later June 16 award announcement, which reports a $3.1 million grant and a $2 million loan.

For Plattsburg residents, the confirmed change is state-backed financing for a major sewer collection-system rehabilitation project. DNR’s expected completion date is June 2027, while the reviewed records leave the timing and location of actual street-level work unresolved. Any effects on access, traffic, service interruptions or sewer rates will depend on later city notices, construction records and local rate-setting action.
