Google named sole operator of proposed Columbia County data center

Columbia County announced July 23 that Google LLC will be the sole end-user and operator of a proposed data center in Appling. The facility is not in Evans, but the announcement matters to Evans residents because the project could affect county tax policy, Columbia County Schools, utilities, land-use decisions and public oversight.

The announcement describes a proposed development and partnership, not completed construction or realized public revenue. County and Economic Development Authority officials say the project could expand the commercial tax base, support schools and public services, create construction and technology employment, and reduce reliance on residential property taxes. The reviewed announcements do not provide a project cost, construction schedule, permanent job count, water-use estimate, finalized incentive value or projected school-district revenue.

What was announced

The Columbia County Board of Commissioners and the Economic Development Authority said Google LLC will be the sole end-user and operator of the Columbia County Data Center planned for Appling. The development authority said Google would work with local K-12 schools, technical colleges, universities and Fort Gordon on workforce training and hiring.

Those are official projections and commitments described by county and development-authority officials. They should not be read as proof that the facility is operating, that construction has begun, or that the promised jobs and tax benefits have been delivered.

County outlines proposed protections

A separate county release says the project framework includes restrictive covenants addressing decibel limits, lighting standards, physical footprint and visibility, local water protections, and an end-of-use strategy for the facility. The release also says Google has committed to paying 100% of the project’s energy costs and that utility ratepayers will not bear additional infrastructure, transmission or capacity expenses.

Those statements are county-reported terms and claims that require review of the underlying agreements and later implementation records. The reviewed material does not include the covenant text, detailed water-demand limits, the Georgia Power agreement or a public accounting of infrastructure assignments.

Why Evans schools are part of the story

Columbia County Schools lists its administrative office at 4781 Hereford Farm Road in Evans. The district’s public website also identifies schools and programs serving Columbia County students. The data-center information page describes possible partnerships with the school district and other education institutions, but no specific revenue amount or formal Google-school agreement was identified in the reviewed records.

That makes future budgets, board discussions and written partnership agreements important checkpoints for families. A larger commercial tax base could affect public finances, but the announcements do not establish how much money would reach the school district or when.

What residents still need to see

Important unanswered questions include the project’s total taxable value, construction phases and milestones, expected wages, permanent staffing, water demand, incentives, school funding and enforcement provisions. The county has also not disclosed a dollar estimate for homeowner tax relief. Projected tax relief should not be treated as a guaranteed reduction in Evans or county homeowners’ bills.

Earlier local reporting provides context for the county’s data-center debate. WRDW/WAGT reported in February that commissioners approved the White Oak data-center project with conditions, including a lower noise limit, while another proposal was denied because commissioners said it lacked an identified end user. That reporting concerned separate permitting decisions and does not establish that Google’s newly announced Appling project has received all final approvals.

How to track the next decisions

Residents can monitor Columbia County Planning Department notices, Planning Commission hearings and Board of Commissioners actions. The county’s 2026 planning schedule identifies application deadlines and hearing dates, but it is a general schedule and does not prove that a specific Google application is assigned to a particular hearing.

School-board agendas, county records, utility proceedings and future project documents will provide the clearest evidence of whether the announced benefits and protections become measurable obligations. For Evans, the July 23 announcement establishes Google’s intended role and the Appling location. The public-finance, school, water and infrastructure effects remain to be documented.
