Tucson’s new $3 Clean City fee is now appearing on customer bills

Tucson customers are beginning to see a new $3 monthly Clean City Fee on Environmental Services bills after the charge took effect July 1, 2026.

The City of Tucson says the fee applies to residential and commercial Environmental Services customers. Because accounts move through different billing schedules, customers may not see the charge on the same calendar date.

What the fee is intended to fund

The city says the Clean City Fee will support illegal-dumping response and prevention, neighborhood cleanup support and graffiti abatement.

For residential customers, the charge appears within the Environmental Services portion of the city utility bill. Commercial Environmental Services customers are also identified by the city as subject to the fee.

Separate from other July 1 rate changes

The Clean City Fee is one component of Tucson’s updated Environmental Services rate structure. It is not a replacement for the department’s regular service rates, and it does not represent every rate or fee change that took effect around July 1.

The broader package included changes involving Environmental Services, Tucson Water, Planning and Development Services, and the Department of Transportation and Mobility. Arizona Daily Star reported that the package was expected to generate additional revenue across the departments, while the city’s Environmental Services notice describes the separate $3 monthly cleanup fee.

Approved after May public hearing

Mayor and Council approved the updated rate and fee changes at a public hearing on May 19, 2026. The Environmental Services changes took effect July 1.

The city describes the cleanup purposes for the new fee, but the $3 charge should not be treated as funding all Tucson cleanup work. It is a designated component of the department’s customer-rate structure, and the city’s notice states the activities it is intended to support.

What customers should look for

Residential customers receiving City of Tucson Environmental Services service should look for a $3 monthly Clean City Fee within the Environmental Services charges on their utility bill. Commercial customers receiving Environmental Services service should also review their billing statements for the new charge.

A bill issued in early August may not show the fee if that account’s billing cycle does not yet reflect service beginning July 1. Customers who do not see it immediately may see it on a later bill, depending on their account schedule.

The city’s rate-change notice directs customers with questions to contact Tucson 311 or submit a request through Tucson 311.
