Front Royal’s $4 Million South Street Safety Project Remains in Design
Front Royal’s South Street safety project remains in design, with the Virginia Department of Transportation listing right-of-way and utility relocation for fall 2026 and construction advertising for summer 2027.
The estimated $4 million project covers South Street from Hill Street to Commerce Avenue and Remount Road, or Route 522. VDOT has not advertised the construction contract, and the agency lists the completion date as “to be determined upon contract award.”
Project covers a defined commercial corridor
VDOT identifies the project area as the South Street segment between Hill Street and Commerce Avenue/Remount Road in the Town of Front Royal, Warren County. The agency describes the corridor as having many businesses and substantial pedestrian, light-vehicle and heavy-vehicle traffic.
South Street carried an average of 14,137 vehicles per day in 2023, according to VDOT. The agency’s design-year estimate for 2050 is 16,100 vehicles per day.
The project was selected for funding through Virginia’s SMART SCALE transportation program. VDOT lists the project as “in design” with an estimated cost of $4 million, including $482,000 for preliminary engineering, $561,322 for right-of-way and utility relocation, and $2,994,630 for construction.
Crosswalks, signals and raised medians are proposed
The planned work includes additional crosswalks at several locations along and across South Street, upgrades to existing traffic signals and raised medians that could serve as pedestrian-refuge areas.
VDOT says the improvements are intended to reduce conflicts between vehicles and pedestrians and between vehicles. Those descriptions are intended safety benefits, not a guarantee that the project will eliminate crashes or congestion.
VDOT held a design public hearing on January 14, 2026, at Samuels Public Library in Front Royal. The agency’s project page was last updated June 24, 2026.
Design coordination includes shopping-center access
Front Royal Economic Development Authority records show that VDOT and the town have been coordinating with adjacent property owners while the design is refined.
At the authority’s July 6, 2026 meeting, Town Manager Joe Petty reported that VDOT was finalizing engineering drawings after working with property owners on a proposed left-turn lane into the easternmost entrance of an adjacent shopping center. The record also says the design includes adjustments to an existing pedestrian crossing intended to improve safety and traffic flow.
The minutes attached to the authority’s June 1 agenda packet are for the authority’s May 4, 2026, meeting. They document an earlier stage of the process, when VDOT was coordinating with the adjacent shopping center and evaluating alternative turning-movement designs.
The July record says the project was expected to move into bidding next year after final plans were complete. That local expectation is consistent with VDOT’s current listing of summer 2027 to advertise the project for construction, but neither record says that roadway construction has started.
Fall right-of-way work is not a construction start date
VDOT lists fall 2026 as the beginning of right-of-way and utility relocation. That is a planned project phase, not a confirmed date for roadway construction or a published schedule for closures and detours.
The town’s construction-and-design process requires coordination for work that uses public rights of way, including potential road closures or restrictions on on-street parking and sidewalks. However, the records reviewed do not identify specific acquisitions, utility companies, closures, detours, business losses or construction durations for this project.
For businesses and property owners along the defined South Street corridor, the next phase may bring further coordination about access, property needs and utilities. Drivers may eventually encounter revised turning movements, while pedestrians may eventually see additional marked crossings and refuge medians. Final access arrangements and construction impacts have not yet been published.
