The U.S. General Services Administration is advancing procurement for a proposed new federal courthouse in Hartford, seeking a qualified design-build firm to handle site development, design and construction.
Congress authorized $344.97 million for site acquisition, design and construction of the project, according to GSA. The agency held an industry day on July 22, 2026, at Dunkinโ Park in Hartford to connect prospective design-build contractors with project officials.
The activity marks a procurement step for the project, not the start of construction. GSAโs available project update does not identify a selected contractor, a contract-award date or a construction-start date.
Proposed building size and scope
GSA says the proposed facility may not exceed 281,000 gross square feet. That cap includes office, storage and special-use space.
The agency is seeking one qualified design-build firm for the work, a contracting approach under which a single firm is responsible for both design and construction services. The authorized funding covers site acquisition as well as design and construction.
The project would replace the existing federal courthouse, according to the project description supplied by GSA. It is a major planned federal public-facility investment in Hartford, with the current step focused on attracting firms that could compete for the design-build work.
Environmental review and federal priority
The courthouse project has a federal environmental record that includes a final Environmental Impact Statement and a Record of Decision. GSAโs project page links to those environmental documents.
The federal judiciary identified a new Hartford courthouse as a national priority in 2020. The current GSA outreach provides a more recent indication that the project is moving through the federal procurement process.
Neither the final building design nor the contractor has been identified in the available update. The eventual facilityโs final appearance and the timing of construction therefore remain unsettled.
What comes next
GSAโs stated next procurement objective is to secure a qualified design-build firm for the project. The agencyโs available page does not provide a deadline for selection, an expected award date or a construction timetable.
For Hartford, the projectโs immediate significance is the federal governmentโs authorized $344.97 million commitment and the opening of a design-build procurement process for a new courthouse. The industry day at Dunkinโ Park was part of that outreach to the construction industry, rather than an announcement that building work has begun.
