A federal criminal complaint accuses Kenneth Bardwell, 66, of West Bloomfield, of soliciting millions of dollars for the proposed Motown Sports Village in Romulus while allegedly making little effort to acquire the development land.
The U.S. Attorneyโs Office for the Eastern District of Michigan announced on July 16, 2026, that Bardwell faces one count of wire fraud. The charge was filed by criminal complaint, not an indictment, and it is not a conviction.
What prosecutors allege
According to the complaint, Bardwell and related companies solicited investment money for a proposed multibillion-dollar sports, entertainment and hospitality complex near Detroit Metropolitan Airport in Romulus.
Prosecutors say Bardwell represented to investors that their money would be used to purchase land and develop the project. If the land could not be purchased, investors were allegedly told their money would be returned through an escrow account.
The complaint states that Bardwell made almost no effort to acquire the land. Investigators allege that most investor funds were instead spent on gentlemenโs clubs, luxury retail purchases, rental cars and lifestyle expenses for Bardwell and associates. Those claims remain unproven.
A proposal tied to Romulus
The Motown Sports Village was promoted as a proposed sports, entertainment and hospitality destination. Local reporting described advertised plans that included youth sports facilities, entertainment amenities, hotels and other large-scale components. The project was proposed for Romulus, in Wayne County; Bardwellโs residence is in West Bloomfield, a separate Oakland County community.
The reviewed Romulus planning record does not show an approved or operating Motown Sports Village. In the approved minutes of the Planning Commissionโs May 18, 2026, meeting, Director of Building and Planning Jeff Kemp said there was โno updateโ from the city on the potential Motown Sports Complex.
Why the case matters locally
The federal affidavit, as reported by Local 4, says Bardwell and Motown Sports sought public financing from Romulus in 2024. The reported request included $152 million in public bonds, a 15-mill tax increase and a limited-area 2% sales tax to support a development described in the filing as costing $1.44 billion.
Local 4 reported that the proposal was denied over what the affidavit described as serious legal concerns with the financing plan. The proposed taxes and bonds were not approved for Romulus residents, and the city has not been identified as responsible for any investor losses.
Mayor Robert McCraight said the city initially supported the concept as an economic-development opportunity. He said officials later received contacts that caused them to question the projectโs legitimacy and referred their concerns to law enforcement. McCraight also said the city refused when the individual involved sought funds from taxpayers.
What happens next
Local 4 reported that Bardwell was out on bond and scheduled for a federal preliminary hearing on August 6, 2026. The U.S. Attorneyโs Office said the case remains at the complaint stage and that a later decision will be made on whether to seek a felony indictment.
The FBI is seeking information from people who invested with Bardwell, Motown Sports Group Holdings Inc. or related companies, as well as others with relevant information. Potential victims or witnesses can respond through the FBIโs victim-information request.
A criminal complaint is an accusation, not a finding of guilt. Bardwell is presumed innocent unless proven guilty in court.
