Hallowell’s watershed and riverbank workshops move resilience plans toward public decisions
Two June public workshops brought separate Hallowell planning efforts into a more visible public phase: one focused on water quality in Vaughan Brook and the other on erosion risks along the downtown Kennebec River shoreline. Neither workshop approved construction, adopted a final design or established a construction schedule.
Hallowell’s municipal calendar lists a June 2, 2026, workshop on Kennebec River nature-based stabilization options and a June 23, 2026, workshop on the Vaughan Brook Watershed-Based Management Plan. The projects are related by their resilience goals, but they are separate efforts with different locations, purposes and decision paths.
Vaughan Brook plan targets threatened water quality
The Vaughan Brook effort is supported by a 2024 Maine Department of Environmental Protection grant funded through the federal Clean Water Act. The city’s June 23 workshop notice says the grant, managed by the Hallowell Conservation Commission, is intended to develop a watershed-based management plan to address threatened water quality and stream habitat while giving residents an opportunity to review findings and comment.
Project documents identify Vaughan Brook as a Class B stream listed as “Threatened” on Maine DEP’s Nonpoint Source Priority Watersheds List because of development-related threats and nonpoint-source pollution, including runoff. The same work plan says Vaughan Brook is not listed as impaired, but DEP Biomonitoring Unit results show that the brook failed to meet Class B water-quality standards in recent years. Sampling cited in the plan occurred at stations in 2007, 2012, 2017 and 2022.
Since 2012, the work plan says Vaughan Brook did not attain Class B aquatic-life requirements at the sampled stations, with one exception involving algae at a wetland station in The Res; that station did not attain the standard for macroinvertebrates. Portions of the brook also regularly failed to meet Class B dissolved-oxygen standards in data collected through the DEP’s Volunteer River Monitoring Program, which has monitored Vaughan Brook since 2021. At two Bombahook Stream sites, average dissolved oxygen in 2023 was 4.8 milligrams per liter and 4.0 milligrams per liter, according to the project document.
The project is intended to develop a comprehensive watershed plan and a 10-year action framework for reducing nonpoint-source pollution and improving water quality. The work plan lists a project completion date of December 31, 2026. Completion of the plan would not by itself authorize construction or guarantee that the brook is removed from the threatened-watersheds list.
Riverbank study covers Front Street and downtown access
The separate shoreline project covers about 0.40 kilometers of downtown riverbank, extending from the Granite City Park bulkhead to the Department of Conservation boat landing at the base of Temple Street.
Hallowell’s work plan describes Front Street as a narrow, single-lane gravel road immediately beside the riverbank. Thirty buildings line Front Street: nine north of Wharf Street, where Front Street is a public road, and 21 south of Wharf Street, where it becomes private. The plan says many Water Street residents and workers rely on Front Street for parking, with approximately 50 spaces in regular use.
The work plan identifies erosion as an immediate vulnerability for Front Street, associated utility poles and parking areas, with vulnerability eventually extending to the backs of Water Street buildings. Those are projected or identified risks, not a finding that every listed road, pole, parking area or building has already been damaged.
The document also records signs of erosion along the shoreline, including toppled trees, exposed roots and undercut banks. The planning effort is intended to develop site-specific nature-based options that could include native plantings, biodegradable materials, stone, soil and aggregate features. The work plan describes a range of possible approaches and calls for final design recommendations; it does not establish that one nature-based method has been selected or that hard-armoring alternatives have been ruled out.
City Council retains the final role
A steering committee and consultants are responsible for public engagement, technical assessment and design recommendations. The steering committee is advisory. Under the work plan, Hallowell’s City Council would make final decisions on policy development and future implementation of shoreline design recommendations.
For residents, businesses, workers and property owners who use Front Street or the backs of downtown Water Street properties, the immediate effect of the June workshops is information-gathering and public participation. The next milestones to watch are completion of the Vaughan Brook plan, release of shoreline recommendations, City Council action, permitting, funding decisions and any eventual construction schedule.
