Hugo posts final 165th Street environmental review before 10-day objection period

The City of Hugo has posted the final Alternative Urban Areawide Review for the 165th Street corridor, moving the city’s environmental and infrastructure review into a 10-day objection period before final adoption.

The review covers 165th Street between Elmcrest Avenue and properties east of Highway 61. Hugo said the area has significant development interest and that sewer and water access is becoming available to several areas along the corridor.

An Alternative Urban Areawide Review, or AUAR, evaluates environmental effects and related infrastructure needs across a defined area. The review does not approve a specific housing or commercial project. Instead, it is intended to guide how Hugo evaluates future development decisions in the corridor.

Comments led to revisions

The public-comment period ran from April 6 through May 14, 2026. After reviewing the comments, city staff revised the AUAR and its mitigation plan before posting the final document for public viewing.

The final posting began the 10-day objection period. The city’s review information identifies final adoption as the step that follows the objection period but does not state an exact adoption date.

For residents, property owners and businesses near 165th Street, the document establishes Hugo’s current framework for considering environmental questions and infrastructure needs in a corridor where development interest is growing and utility access is expanding. It does not mean that utilities are connected to every property in the area.

What happens next

The next known step is the objection period, followed by consideration of final adoption. Hugo’s official City Council meeting-record page lists meetings for July 6 and July 20, 2026, and provides the city’s pathway for tracking later AUAR or development action.

The meeting listings do not establish that the council adopted the review at either meeting. The final AUAR also does not itself authorize construction or approve a particular project. Future proposals in the corridor would still be considered through the city’s applicable development and approval processes.

The material change is that Hugo’s revised environmental review has reached its final-document stage and is open to objections for 10 days. Final adoption remains a subsequent city action.
