Morganton adopts IMAGINE Morganton 2040 plan after nearly two years of public input
Morganton City Council approved the IMAGINE Morganton 2040 Comprehensive Plan on April 20, 2026, completing nearly two years of planning and public participation on the cityโs long-range growth strategy.
The plan is intended to guide future city decisions involving growth, land use, housing, transportation and economic development. Its adoption establishes a framework for those decisions, while the practical effects will depend on later ordinances, budgets and development actions.
Public participation shaped the process
According to the City of Morganton, the planning effort included a 28-member advisory committee. More than 3,000 written comments were submitted during the process, and the project website recorded 8,000 visits.
The participation figures show the scale of engagement during the nearly two-year effort. They do not, by themselves, represent a statistically representative poll of Morganton residents. The cityโs reported totals do not include a demographic breakdown of commenters or website visitors.
The councilโs April 20 vote moved IMAGINE Morganton 2040 from a plan under development to an adopted comprehensive plan. The 2040 horizon gives city officials a long-range reference for evaluating how Morganton grows and how public decisions affect land, housing, mobility and economic activity.
What the approval means
A comprehensive plan guides later government decisions; it does not, by itself, complete every zoning, infrastructure, budget or development action that may follow. Residents and property owners may see its influence through future decisions about land use, housing, transportation and economic development.
Implementation will shift to subsequent city actions, including ordinances, budgets and development decisions. Those actions will determine how the planโs goals are applied to specific properties, projects and services.
The city maintains an active-project list that includes planning and infrastructure work such as the College Street Redesign Project. The city has not identified which specific zoning or capital projects will be enacted first under IMAGINE Morganton 2040, so the approval should not be read as authorization for a particular project.
Long-term effects will come through later decisions
For homeowners, renters, businesses, commuters and other residents, the planโs significance will emerge over time rather than through an immediate change to every city rule or project. Future council and staff actions will translate the adopted framework into specific policies and investments.
With the councilโs approval complete, IMAGINE Morganton 2040 now serves as the cityโs guiding plan for decisions through 2040. The next effects will depend on how Morganton uses that framework in ordinances, budgets and development matters.
