Harbor Pointe recommendation lists no Measure X funding in Discovery Bay

Contra Costa County’s recommended FY 2026-27 housing-funding package for Harbor Pointe in Discovery Bay lists $0 in Measure X funds, $216,295 in in-lieu construction funding and $413,438 in State Local Affordable Housing funds for construction.

The county record identifies Harbor Pointe as a new-construction permanent rental-housing project sponsored and developed by USA Properties Fund Inc. It lists 170 total units, including 168 affordable units, and a total project cost of $83,158,701.

The financing position follows a unanimous May 19, 2026, action by the Contra Costa County Board of Supervisors to withdraw $2.4 million in Measure X funding from the Discovery Bay multifamily project. The Press reported that the withdrawal was not expected to prevent the project from moving forward.

The funding recommendation is not an executed construction award. The county record says all other financing commitments must be secured by Dec. 31, 2027. If Measure X funds are later committed through the FY 2026-27 process, that commitment must be documented by an executed loan by June 30, 2028. The records do not establish that construction has begun or whether the project schedule changed after the Measure X withdrawal.
