NSF signals shift in how federal research grants are designed
The National Science Foundation is signaling a shift in how it plans to distribute federal research money, with grant size, award length, review methods and funding speed matched more closely to the type of scientific work.
In a September 10, 2026 leadership statement, NSF said it is embracing a portfolio approach intended to broaden participation beyond institutions that have traditionally received federal support, give more attention to students and early-career researchers, and reduce administrative burdens. The agency also announced plans for an Office of Metascience to assess which grantmaking and review methods work, expand those that succeed and retire those that do not.
The statement describes a direction, not a finalized overhaul of every NSF program. The practical changes will emerge through future Dear Colleague Letters, funding announcements, solicitations and review rules.
What a portfolio approach means
Under the model NSF describes, the agency would not treat every research question as requiring the same type of award. A project intended to test a promising idea quickly could use a short-term mechanism, while ambitious research requiring years of development could receive a longer award.
NSF said the approach may vary the size, speed and duration of awards, as well as the institutional model and review method used to select them. The stated goal is to support multidisciplinary and unconventional work without forcing every proposal through a single funding structure.
The agency also says it wants to reach a wider range of researchers and institutions. Early-career scientists and students are explicit targets, while institutions outside the traditional NSF funding base could have more opportunities to compete.
Implementation has begun in selected funding opportunities
NSF provided concrete evidence of the approach on August 17, when it announced 12 new notices of funding opportunity totaling more than $1.5 billion for foundational research across science and engineering.
The opportunities include basic and use-inspired inquiry, along with both long-horizon awards and rapid, short-term grants. NSF said researchers may seek up to five years of support when a question requires sustained work, while rapid mechanisms can be used to test and de-risk new ideas.
The agency said many of the opportunities will also allow structured experiments involving proposal design, award duration, review methods and funding speed. Those experiments are intended to generate evidence about whether changes improve the quality and ambition of research. The planned Office of Metascience has not yet produced publicly reported evaluation results.
The White House connection
The NSF shift is consistent with the White House’s July 2026 report, Science: A New Golden Age. The report calls for more flexible grant mechanisms, a broader range of research performers, deliberate portfolio management and federal science organized around national priorities.
Among the report’s recommendations are fast-track grants, long-horizon awards and alternative ways to identify unconventional proposals. It also calls on federal research agencies to evaluate their own performance as funders and test new approaches to grantmaking.
NSF’s fiscal 2026-2030 strategic plan likewise emphasizes discovery, critical and emerging technologies, STEM talent, scientific integrity, broader participation and reducing administrative burdens. The plan says NSF will streamline funding opportunities and proposal and award processes while maintaining accountability and transparency.
What researchers and taxpayers should watch
For applicants, the immediate changes are likely to appear in individual solicitations rather than through a single agency-wide rule. Researchers could see different award lengths, faster pathways, revised review processes and more encouragement for multidisciplinary or mission-linked work.
The unresolved question is how NSF will balance those priorities with investigator-driven discovery. Nature reported concerns among researchers and NSF staff that closer alignment with White House priorities could increase political influence over grantmaking and put pressure on traditional discovery-focused research.
Those concerns describe a risk under debate, not an established outcome. The near-term test will be whether NSF’s new solicitations broaden participation and speed funding while preserving transparent, merit-based scientific review.
For the public, the stakes are practical. NSF decisions help determine which fields, institutions and technologies receive federal support. The next evidence will come from new funding announcements, changes to review rules, development of the Office of Metascience and data showing who ultimately receives awards.
