FMCSA enforcement begins for 10 revoked trucking ELDs

Federal trucking officials are treating continued use of 10 revoked electronic logging devices as operating without an electronic logging device after a 60-day replacement period ended September 8, 2026.

The Federal Motor Carrier Safety Administration removed the devices from its registered list on July 9 after determining that their providers had failed to meet minimum requirements under Title 49, Code of Federal Regulations, Appendix A to Subpart B of Part 395. FMCSA gave motor carriers until September 8 to replace them with a compliant device.

FMCSA’s September 8 date was the end of a transition period for the July revocation action, not a new rulemaking. As of September 14, carriers that have not completed the change face the agency’s post-deadline enforcement instructions.

The 10 revoked devices

FMCSA identified these devices, providers, model numbers and identifiers in its July bulletin:

• Ontime Logs iosix — ONTIME LOGS INC.; model OTL101; identifier 24b11f.
• LAST MINUTE ELD — Last Minute ELD; model 360-LM; identifier LMN932.
• Porter ELD — Porter ELD; model Porter 1; identifier POR247.
• Zee HOS Compliance — Zee App; model TTELD101; identifier F594EF.
• EV ELD IOSIX — Ev ELD Inc.; model EV 2; identifier G711H3.
• Light and Travel ELD — Light and Travel LLC; model LNTRA; identifier LNT780.
• PREMIERRIDE LOGS — Premierreide Logs LLC; model 1RIDE; identifier PRD391.
• 2BRO ELD — Two Bro Security & IT Solutions; model 2BRO002; identifier 2BRELD.
• 305 ELD — Two Bro Security & IT Solutions; model 305002; identifier 2BR305.
• TT ELD 40 — TT ELD Inc.; model PT40; identifier TTAH49.

Fleet managers should use the model numbers and identifiers, rather than a product name alone, when checking equipment installed in trucks.

What changed after September 8

Before the deadline, FMCSA instructed affected carriers to stop using the revoked devices and record required hours-of-service information with paper logs or logging software while arranging a replacement. During that period, safety officials were encouraged not to cite drivers under the provisions for having no record of duty status or failing to use a registered ELD when alternate records were available.

Beginning September 8, FMCSA said motor carriers that continue using one of the 10 devices will be considered to be operating without an ELD. Safety officials who encounter a driver using one of the revoked devices should cite the driver under 49 CFR 395.8(a)(1), the provision covering no record of duty status, and place the driver out of service in accordance with Commercial Vehicle Safety Alliance criteria.

That direction does not establish that every affected carrier has been cited or that every driver has been placed out of service. FMCSA’s bulletin provides enforcement instructions but does not report a tally of completed inspections.

What carriers and drivers should check

Fleet managers should compare each truck’s ELD model and identifier with FMCSA’s current registered and revoked lists. A replacement should appear on the registered list before it is placed into service, and carriers should retain documentation showing when the equipment was replaced.

If a revoked unit remains installed, the carrier should follow FMCSA’s interim recordkeeping instructions and move to a compliant replacement. Drivers should confirm the status of the device in their truck with their carrier before beginning a trip.

The practical compliance question is whether the device is currently on FMCSA’s registered list, not whether it was previously marketed as approved. FMCSA’s registry states that listed devices are self-certified by their manufacturers and that the agency does not endorse any particular ELD.

The live revoked-device list can change. FMCSA says it may place a device back on the registered list and inform the industry if the provider corrects all identified deficiencies. Carriers should check the live registry before making a final compliance decision.
