Colorado roadmap lists 49 recommendations, urges 19 actions now
Coloradoโs Governorโs Competitiveness Council delivered a policy roadmap to Gov. Jared Polis on Oct. 14, 2026, outlining 49 recommendations across six priority areas. The council separately identifies 19 actions it recommends pursuing now; those 19 are not the roadmapโs full recommendation count.
Of the 19 actions, 16 involve the Colorado General Assembly, while three could be started by the governorโs office or state agencies, according to the Denver Business Journal. The division places much of the recommended work before lawmakers, while identifying a smaller group that could begin through executive-branch action.
Six areas cover business and public policy
- Regulatory reform and execution
- Tax and fiscal policy
- Capital and scale
- Talent and workforce
- Affordability and housing
- Infrastructure and site readiness
The councilโs website lists 7, 9, 8, 7, 8 and 10 recommendations in those areas, respectively, for a total of 49. The subjects range from government regulation and taxes to access to capital, workforce issues, housing and infrastructure.
Examples of recommended actions reported by the Denver Business Journal include coordinating complex projects that involve multiple agencies, simplifying the sales-and-use-tax system, expanding training incentives and streamlining construction permitting. These are proposals in the roadmap, not changes that took effect when the council delivered it.
Recommendations await decisions by officials
The roadmapโs delivery did not itself change policy or immediately create new rights, costs, services or requirements. Any such effects depend on whether state officials or lawmakers later adopt recommendations. The proposals touch areas that can affect businesses, employers, workers and residents, but the delivery alone establishes no immediate change for those groups.
Colorado Politics reported that the council developed the recommendations through seven statewide listening sessions involving more than 490 participants from 60 industries. That participation describes the councilโs outreach; it does not establish agreement among participants or statewide consensus on the recommendations.
Polis said he would review the roadmap. The Denver Business Journal reported that he said his administration would work on administrative steps it could take before his term ends in January. The council also said it would share the report with gubernatorial candidates and the state legislature. Which recommendations will be taken up, adopted or implemented remains undecided.
