Opioid settlement dollars moving into next phase

Biddeford officials are refining their long-term plan for how to use national opioid settlement money to support local treatment and recovery. The city received just over $378,000 in 2025 and expects about $94,500 more in 2026, with the funds restricted to addressing opioid use and its impacts.

So far, the money has helped residents connect with four new recovery centers in the city and expand access to services aimed at long-term stability. City staff have described the approach as focusing on holistic support, including housing, transportation, and basic needs that can make recovery more sustainable.

Next steps will include monitoring outcomes from the first year of spending and deciding how to direct future installments, with an emphasis on filling gaps that traditional health and social service funding does not cover.

Cause identified in Elm Street garage fire

Fire officials say a blaze that destroyed a garage attached to a motel on Elm Street earlier this week started at an electrical outlet.

The garage, which sits next to a supermarket on one of the city’s busiest corridors, was a total loss, but the connected motel building avoided more serious damage. Investigators say the fire’s origin appears accidental and tied to wiring inside the garage space.

Crews had already fully extinguished the fire, but the follow-up investigation and electrical finding help clarify what happened and may inform future code and safety checks for similar properties in the area.

WinterFest and The Big Chill keep downtown lively

Downtown Biddeford is in full WinterFest mode this weekend, with free family activities, sledding on Adams Street, games, and live entertainment running through Sunday.

New this year is The Big Chill, an all-day market and dance event on the second floor of the Pepperell Mill campus above Portland Pie. From midday into the evening, local makers, food and drink vendors, artists, and musicians are turning the mill space into a community hub, capped by a nighttime dance party.

Between WinterFest outdoor fun and The Big Chill’s indoor market, downtown businesses are expecting steady foot traffic, giving residents plenty of ways to get outside, support local shops, and shake off midwinter cabin fever.
