NASA adds Relativity Space’s Terran R to launch-services roster
NASA added Relativity Space’s Terran R launch service to its Launch Services II contract on September 9, expanding the pool of commercial launch services that can compete for future federal missions.
The action makes Terran R available for consideration in later NASA procurements. It does not award the rocket a specific mission, guarantee NASA business or establish that the vehicle is flight-ready.
What NASA decided
NASA said Relativity Space and its Terran R launch service were added to the NLS II contract through the contract’s on-ramp provision.
The on-ramp creates an annual opportunity for new launch-service providers to compete for future missions. It also allows existing NLS II contractors to add launch vehicles that were not previously included on their contracts.
NLS II is a multiple-award, indefinite-delivery/indefinite-quantity contract. In plain language, NASA first establishes a pool of eligible providers and then can compete individual launch requirements among that pool as missions are defined.
The contract’s ordering period runs through June 2030, while its overall period of performance extends through December 2032. NASA’s Launch Services Program at Kennedy Space Center in Florida manages the contracts.
Why the contract matters
Terran R’s addition gives NASA another launch service it may consider in future procurements. The NLS II framework supports the agency’s Human Spaceflight, Science, and Research and Technology mission directorates.
The contract can also support launch services for other federal agencies, including the National Oceanic and Atmospheric Administration. That broader authority does not assign Terran R a NOAA mission or guarantee the company work from any agency.
NASA’s Launch Services Program matches mission requirements with suitable launch services. A vehicle’s inclusion on NLS II therefore creates an opportunity to compete; it is not a standing order to launch.
What it means for Relativity
For Relativity Space, the addition creates a path to compete for future federal launch-service task orders. The company still has to advance Terran R through development and testing and ultimately demonstrate that the vehicle can meet the requirements of any mission for which it might be selected.
NASA’s September 9 announcement did not identify a Terran R mission, launch date, price or task order. It also did not say that the rocket had flown or that it was ready for a specific NASA mission.
What to watch next
The next meaningful developments will be Terran R’s testing and development progress, launch-site and regulatory milestones, its first-flight schedule and any future NASA announcement selecting the vehicle for a specific task order or mission.
For now, the September 9 action is best understood as a procurement qualification. NASA has widened the field of launch services it can consider, while Relativity has gained the right to compete rather than a confirmed government launch.
