Texas Attorney General Ken Paxton has formally urged Collin County commissioners to reject a key plat application tied to the proposed EPIC City development. The project, associated with the East Plano Islamic Center, would bring a large master-planned community to land spanning parts of Collin and Hunt counties.
In a letter to county leaders, Paxton called for the rejection of a December 2025 plat submission for what is described as The Meadow Phase 1. His request follows ongoing litigation from the state challenging elements of the projectโs land annexation and governance structure.
Whatโs Proposed
Plans for EPIC City outline a sizable residential community that could include more than 1,000 homes along with a mosque, faith-based school, senior living facilities, retail space and other amenities. The development site sits northeast of Dallas, with ties to Planoโs Muslim community through the East Plano Islamic Center.
State officials have also referenced separate allegations involving securities compliance and investor disclosures. Developers connected to the project have previously said they intend to follow all applicable laws and continue working through regulatory processes.
