Hialeah Special Master hearing July 22: daily fines, liens, foreclosure risk
Hialeah’s Special Master hearing is set for July 22, 2026 at 10 a.m. Here’s what daily code fines can mean for liens—and what NOV recipients can do.
The City of Hialeah will hold a Special Master administrative hearing on July 22, 2026 at 10:00 a.m. at City Hall, Council Chambers (3rd Floor).
The agenda says this hearing covers referred code-enforcement/code-compliance cases. The City’s hearing notice also states the Special Master is empowered to impose fines up to $250.00 per day for a first violation and that failure to pay could lead to a lien on the property and ultimately foreclosure.
What the Special Master hearing is (and why fines can escalate)
According to the City, the Special Master proceeding is part of the City’s administrative code-enforcement process. The City’s Special Master agenda explains the Special Master’s fining authority on referred matters and describes the potential enforcement consequence chain if penalties are not paid.
Bottom line: even before any later court step, the City’s documents frame this as a compliance-and-payment issue—where daily penalties can accumulate, and where unpaid stipulated fines may move the case toward a lien and, ultimately, foreclosure.
If you got a Notice of Violation (NOV): the City says act fast
The City’s code compliance FAQ says that if you received a Notice of Violation (NOV), you should review it carefully and take prompt action to correct the issue. If you need more time, you may request an extension from the Code Compliance Inspector who issued the NOV.
If you believe the NOV was issued in error, the FAQ says you can request a hearing before a Special Magistrate to appeal your case—but timing matters:
- File within 15 days of the NOV issuance, or
- File within 20 days if the NOV was sent by mail.
For consequences, the FAQ says failure to pay the initial civil penalty and/or correct the violation by the deadline may result in additional fines and a potential lien on the property.
What to watch next around July 22
The hearing is scheduled to start promptly at 10:00 a.m. on July 22, 2026. If your property is connected to a referred case, use the City’s instructions tied to your NOV and any subsequent notices—so you don’t miss deadlines while penalties continue.
