Rochelle hospital’s $48.6 million plan heads to September review

Rochelle Community Hospital’s proposed modernization remains pending before the Illinois Health Facilities and Services Review Board after state staff identified compliance concerns in their review.

The project, tied to the hospital’s campus at 900 North Second Street, has a proposed cost of $48,579,513, or about $48.6 million. It would add new construction and expand or relocate emergency, radiology, convenient-care and laboratory services. The emergency department would grow from six to 10 treatment rooms if the state approves the plan.

What the state review found

The HFSRB staff report found that the application did not conform to several review criteria under Illinois rules known as Part 1110 and Part 1120. Those findings are staff conclusions in the review process, not a final state-board decision and not a finding of wrongdoing.

Among the concerns were questions about the emergency department’s utilization data and aspects of the project’s site-preparation and contingency costs. The issues remain part of the application’s review as the hospital and state officials move toward the next scheduled consideration.

July 21 agenda did not decide the project

The project appeared on the HFSRB’s July 21, 2026, final agenda in the public-participation portion of the meeting. It was not listed among the items scheduled for final board action.

That placement should not be treated as an approval or denial. The modernization remains a proposal, and the reviewed records do not establish that construction has been authorized by a final HFSRB decision.

Deadlines and next dates

Written public comments on the project are due August 26, 2026. HFSRB staff findings are scheduled for August 31, followed by a scheduled board consideration date of September 15, 2026.

The September date is when the board is scheduled to consider the project; it does not guarantee approval. Updated staff findings, additional documents or a revised schedule could affect what happens next.

Why the proposal matters in Rochelle

If approved, the plan could increase emergency treatment capacity and change how several outpatient services are arranged at Rochelle Community Hospital. That could matter to patients, families and local employers that rely on nearby emergency and diagnostic care.
