Victor Planning Board Considers Pending 156-Unit Lehigh Place Proposal
Victor, NY — A proposed 156-unit apartment project remains under Planning Board review, but subdivision and site-plan approvals are still pending at 200 Victor Heights Parkway.
Victor residents are watching a proposed 156-unit apartment development at 200 Victor Heights Parkway, where the Town Planning Board agenda for July 28 listed pending subdivision and site-plan applications for Lehigh Place.
The project is proposed by Auburn Trail Properties LLC near the Auburn Trail, about half a mile west of the Route 96 and Route 251 intersection. The apartment plan calls for three four-story buildings with 52 units each.
What the apartment plan includes
The proposed development would include a clubhouse, pool, grill area, dog park, and a mix of open and covered parking, according to the Planning Board agenda.
The project is part of a larger 24.154-acre parcel. A related subdivision application would divide that parcel into three lots: 6.654 acres for the Finger Lakes Community College building, 14.202 acres for the proposed apartment buildings, and 3.298 acres for TLC Daycare.
That subdivision request and the apartment site plan are separate applications before the Planning Board. The available official record confirms that the applications were listed for review on July 28, but does not confirm what action, if any, the board took at that meeting.
What the zoning change already did
The Town of Victor added the Lehigh Place Planned Development District to its zoning code in 2025. The district covers approximately 14.2 acres near Victor Heights Parkway and the Auburn Trail and allows apartment uses, four-story residential buildings, required parking, and related community amenities.
The zoning code establishes a residential density of 156 dwelling units for the district. The New York State Department of Environmental Conservation’s environmental notice also documents the 2025 zoning-map amendment and the Town Board’s negative declaration for that zoning action.
That zoning change created the project’s development framework, but it does not mean the current subdivision and site-plan applications have received final approval. Construction, funding, a completion date, and final project conditions have not been established in the sources reviewed.
What Victor residents should watch
Future Planning Board agendas, minutes, public-hearing records, and approval conditions should show whether the applications advance and what changes may be required. For nearby residents and Auburn Trail users, access, parking, traffic, trail connections, utilities, and the relationship to FLCC and TLC Daycare are likely to remain important review questions.
Those potential effects should not be treated as settled outcomes unless they appear in official studies, findings, or approval conditions. For now, the confirmed development is a pending 156-unit proposal with an adopted zoning district, not a finally approved apartment complex.
