Salt Lake City Council to Hear Proposal for 22 Liberty Wells Townhomes
The Salt Lake City Council will hold a public hearing Tuesday, September 15, on requested zoning and general-plan changes that could enable a proposed townhome development in Salt Lake City’s Liberty Wells neighborhood.
The hearing does not approve the project. Council members will accept public comment and consider whether to change the land-use designations for properties at approximately 1990 and 2002 South 500 East.
What the Council is considering
The parcels are currently zoned R-1/5000 Single Family Residential District. Castlewood Development is asking the city to rezone them to RMF-35 Moderate Density Multi-Family District.
The request also calls for changing the Central Community Future Land Use Map designation from Low Density Residential to Medium Density Residential. The properties are in Council District 5.
If approved, the requested land-use changes could make way for the development proposal. They would not by themselves guarantee a building permit, final site-plan approval or construction.
What is proposed for the Liberty Wells site
The September 1 Salt Lake City Council and Utah Public Notice System hearing notices describe 22 for-sale, four-bedroom townhomes. Each is described as having a two-car garage, with a playground included as an amenity.
The applicant is Castlewood Development. The requests are identified by petition numbers PLNPCM2026-00329 and PLNPCM2026-00331. The proposed legislation is listed under file number Z 20260140.
A Salt Lake City Planning Division page for the project, identified as “The Wells on 5th,” lists 24 proposed 3-plus-bedroom for-sale units rather than 22. The discrepancy was not resolved in the records reviewed for this article, so the 22-unit figure is used here because it appears in the formal hearing notices. The Council’s final materials or later action could clarify the count.
How to participate Tuesday
The hearing is scheduled for 7 p.m. Tuesday, September 15, 2026, at City Hall, 451 South State Street, Room 315, in Salt Lake City. The meeting will be held electronically while also offering an in-person option.
Residents and other interested members of the public may comment during the hearing. Comments may also be submitted through the city’s 24-hour comment line at 801-535-7654 or by email at council.comments@slc.gov. The city notice says comments received through those channels are shared with the Council and added to the public record.

What happens next
The Council could approve, deny or modify the requested land-use changes. The hearing notice also says the Council could consider another zoning district with similar characteristics.
The Planning Division page identifies September 22 as a tentative date for Council action. That date is separate from the formally noticed September 15 public hearing. If the land-use amendments move forward, the proposed development would still face additional city review and approvals.
For now, the Liberty Wells townhome plan remains a pending proposal. The September 15 hearing is the next scheduled opportunity for public comment and Council consideration of the requested land-use changes, not a final approval of the project.
