State Opens Public Comment on Cleanup Plan for Angier Refuse Dump
NCDEQ is accepting written comments through October 2, 2026, on a proposed remedial action plan for the Angier Refuse Dump near 2200 Rawls Church Road.
North Carolina environmental officials are accepting public comment on a proposed cleanup plan for the Angier Refuse Dump. Written comments must be submitted by the October 2, 2026, postmark deadline.
The site is tracked by the North Carolina Department of Environmental Quality as Pre-Regulatory Landfill Program Site ID NONCD0000349. NCDEQ identifies it as a pre-1983 landfill near 2200 Rawls Church Road in Angier, Harnett County. The state’s public-comment period runs from July 26 through October 2, 2026.
What the proposed plan covers
NCDEQ’s notice of proposed remedial action says the Remedial Action Plan addresses environmental contamination involving soil, sediment and surface water.
The plan is dated April 17, 2026. Terracon Consultants Inc. prepared the proposed RAP and is identified by NCDEQ as the contractor that will implement the work at the site. The Pre-Regulatory Landfill Unit will provide direct oversight and review.
The RAP is still proposed while the public-comment process is open. The available notice does not establish that a final remedy has been selected or that cleanup work has been completed.
Where the site is located
NCDEQ’s preliminary tracking record places the Angier Refuse Dump in Harnett County. It describes the site entrance as 100 feet west of the residence identified at 2200 Rawls Church Road, reached by traveling north from Angier on N.C. 55 and turning onto Rawls Church Road.
That tracking document cautions that its information is preliminary and cannot be relied on as complete or fully accurate. The public notice identifies the project as near 2200 Rawls Church Road.

A copy of the proposed plan is available at the Angier Public Library, 28 North Raleigh Street, Angier.

What the notice does not establish
The notice does not provide a final cleanup decision, construction timetable or project cost. It also does not, by itself, establish effects on municipal drinking water, private wells, homes, health or property values.
For Angier-area residents who want to weigh in, the immediate steps are to review the proposed plan, note any site-specific questions or concerns and mail written comments early enough to receive an October 2 postmark.
