Tennessee’s Nuclear-Campus Bid Puts Oak Ridge at the Center of a Federal Waste-and-Energy Plan
Tennessee is a potential host for a proposed federal Nuclear Lifecycle Innovation Campus, with Oak Ridge identified as the state’s premier site. The federal process remains preliminary: no final host location, campus scope or new Oak Ridge waste facility has been approved.
Oak Ridge is at the center of Tennessee’s bid for a federal Nuclear Lifecycle Innovation Campus, but it is not the confirmed location. As of August 1, 2026, Tennessee is one of five potential host states described in national reporting. The federal government has not announced a final host site, facility scope or authorization for a new waste facility in Oak Ridge.
What has happened
The U.S. Department of Energy issued a request for information on January 28, 2026, inviting states to express interest in voluntary federal-state partnerships for Nuclear Lifecycle Innovation Campuses. DOE described the concept as an effort to modernize the nuclear fuel cycle and support advanced nuclear energy.
Potential activities listed by DOE include fuel fabrication, uranium enrichment, reprocessing used nuclear fuel and waste disposition. Depending on state priorities and regional capabilities, a campus could also involve advanced-reactor deployment, power generation, advanced manufacturing and co-located data centers.
Tennessee’s response to the federal request identifies Oak Ridge as the state’s premier proposed site. The Tennessee General Assembly also took up Senate Joint Resolution 887, a resolution supporting Tennessee’s response. The legislative record shows the Senate adopted the measure on April 2, 2026, by a vote of 29-1, with two senators present and not voting.
In a July 28 report, the Associated Press identified Tennessee, Louisiana, Oklahoma, Utah and Idaho as potential hosts under nonbinding arrangements. That report describes a possible federal-state process; it does not establish that Oak Ridge or any other location has been selected.
Why Oak Ridge is part of the bid
Oak Ridge already contains major federal nuclear research, national-security and environmental-management operations. Oak Ridge National Laboratory and the Y-12 National Security Complex provide existing technical and industrial capabilities, while cleanup work is removing legacy facilities, processing nuclear materials and preparing some land for reuse.
DOE’s Office of Environmental Management said in January that more than 700 acres were expected to be transferred to the community for economic reuse during 2026. The same agency described work moving toward construction of the Environmental Management Disposal Facility, a planned low-level-waste facility intended to support existing cleanup at ORNL and Y-12. DOE said the facility was scheduled to be operational in 2030.
Those activities are separate from the proposed Nuclear Lifecycle Innovation Campus. Cleanup, land transfers and announced private nuclear investments help explain Oak Ridge’s suitability as a proposed location, but they do not show that the federal campus has been awarded there.
The local questions are practical
Oak Ridge’s 2026 Federal Legislative Agenda identifies the issues city officials want addressed as nuclear-sector activity grows. The city is seeking additional federal land transfers and developable sites, along with cooperation and funding to improve the reliability, capacity and financial stability of city utility services, including wastewater, electrical and information-technology systems.
The agenda also links future nuclear missions to workforce and housing needs. City officials are pursuing preparation and funding for a federal BUILD grant application that would connect center-city amenities with federal land through a multimodal extension of Tuskegee Drive. The document presents that work as a proposed transportation and workforce-support effort, not a completed campus project.
Waste shipments, cleanup and regulation are separate but related local concerns. The city supports processing and shipping Oak Ridge’s remaining transuranic waste to the Waste Isolation Pilot Plant in New Mexico. It also seeks stronger Nuclear Regulatory Commission engagement on waste management, emergency preparedness, security, transportation and financial assurance.
What remains undecided
The DOE request for information, Tennessee’s response and legislative support are preliminary steps. They are not construction approval, a final federal-state agreement, a final site decision or authorization for a new spent-fuel repository or other new campus-wide waste facility in Oak Ridge.
Still unresolved are the host-site decision, exact location, campus activities, funding terms, storage arrangements, environmental reviews, permits, land-use decisions and local infrastructure responsibilities. Any future proposal involving nuclear facilities or waste would require additional regulatory, environmental and public-participation steps.
What residents and businesses should watch
The most important next documents would include a DOE evaluation or host-site announcement, federal-state agreements, funding details, environmental and regulatory filings, land-transfer actions, utility and transportation plans, and public meetings.
For now, Oak Ridge is a proposed location at the center of Tennessee’s bid—not the confirmed home of a federal Nuclear Lifecycle Innovation Campus or a newly approved nuclear-waste facility.
