Novi council hears preliminary $407M City West redevelopment proposal
Novi City Council received an initial presentation July 27 on a proposed mixed-use redevelopment in the City West District, but no formal project or incentive approval was requested.
The privately led Novi City West concept would cover approximately 55 acres along the Grand River Avenue corridor west of the Vibe Credit Union Showplace. The development team estimates an investment of about $407 million, but the proposal remains subject to additional review, negotiations and approvals.
Housing, hotel and commercial space proposed
According to the city presentation, the proposal could include nearly 750 housing units in a mix of townhomes, apartments and a neuro-inclusive residential community. It also calls for a 225-room convention hotel intended to complement the Vibe Credit Union Showplace.
The plan includes more than 100,000 square feet of proposed retail, dining, food-related, office and event space, along with a pedestrian bridge and other infrastructure. If the concept advances, residents could eventually see additional housing, new businesses, event-related activity and changes along the Grand River corridor. The presentation did not establish that all components would be built on the same schedule.
Brownfield financing remains a central question
The development team is considering Michiganโs Transformational Brownfield Program as part of the projectโs financing. The city presentation says potential Novi participation could involve the cityโs Brownfield Redevelopment Authority, Corridor Improvement Authority or other mechanisms.
The state program has separate eligibility, financial-review and approval requirements involving state and local entities. Potential Transformational Brownfield support has not been awarded or confirmed for City West.
Noviโs local brownfield and corridor authorities are relevant to the possible financing structure, but that context does not mean the City West project has received approval from either authority.
Projected reimbursements and fiscal effects
The city packet lists preliminary projections of about $25 million in developer property-tax reimbursements over 35 years and an estimated $39 million city fiscal impact from new taxes, fees and donations.
Those figures are projections presented by the development team, not audited results or approved city commitments. Future reviews will need to examine the final financing terms, public costs, infrastructure responsibilities and the assumptions behind the estimates.
What happens next
The July 27 meeting was informational. The city agenda identified the matter as an initial presentation, and the city packet stated that no formal action was requested.
Any future development agreement, brownfield plan, incentive package or related public financing would require additional action through the appropriate city and state processes. Key questions include how the project would be phased, which elements would be built first, how infrastructure would be funded and whether state officials approve any requested transformational brownfield support.
