Salinas council to hear final Turner Scholar presentations Aug. 4

The Salinas City Council is scheduled to hear final presentations and receive a staff report on five Turner Scholar interns at its Tuesday, Aug. 4, meeting.

The presentation will cover work completed during the interns’ eight-week public-sector placements, including projects involving infrastructure communications, small-business support, possible city rebranding and resident engagement. The council is being asked to receive the report only; no action or funding approval is proposed.

Five interns worked on city projects

The 2026 program included three high school students and two college students. Salinas is participating in the Turner Scholars Internship Program for the third year through the International City/County Management Association.

The program is intended to provide public-sector professional development while giving students experience with city projects and communications. The city’s program information describes an eight-week placement requiring 120 hours of work by July 31.

Projects included infrastructure and small-business materials

According to the staff report, the interns reviewed public works and infrastructure outreach and engagement metrics and worked toward a strategic communications plan for those projects. Their work examined how the city communicates public information and engages residents around city services.

The report also describes a recommendation to explore a city rebranding initiative through community engagement and participation. That recommendation remains exploratory. The council is not being asked to approve a rebranding project at the Aug. 4 meeting.

For local businesses, the interns developed a visual small-business owner journey map and a proposed Small Business Success Toolkit. The materials address areas such as permitting, financing and navigating city processes. The staff report does not state that the toolkit or journey map has been formally released or adopted by the city.

Additional work focused on public messaging

The interns’ other assignments included public works messaging, Fourth of July safety messaging, research, data collection and public service announcements. The staff report says the public service announcements were intended to encourage resident participation in community engagement efforts and provide education about local government services.

The staff report links the program to city goals involving economic development, workforce training, improved communication, volunteer programs and youth programs. Those connections describe the program’s policy context, but the presentation itself will not change city services, rules or funding.

What to expect at the Aug. 4 meeting

The item is listed as agenda item ID#26-365, titled “2026 Turner Scholars Internship Program.” The final City Council agenda sets the meeting for 3 p.m. Tuesday, Aug. 4, at the Salinas Rotunda, 200 Lincoln Ave. The agenda also lists online participation information. The city’s earlier program page had described the presentation time as tentative; the final agenda is the controlling meeting notice.

The council’s role on this item is informational. Any future decision involving a city rebranding effort, communications plan, small-business toolkit or implementation of other recommendations would require separate city consideration and, where appropriate, community participation.
