CATS begins next Red Line design phase serving Huntersville
Charlotte Area Transit System has begun the next design phase for the proposed Red Line commuter-rail corridor serving Huntersville, but the project remains in planning and does not have a construction or passenger-service start date.
CATS says the 30% design update began in July 2026 and is expected to take approximately 18 to 24 months, with completion anticipated by the end of 2027. The planned 25-mile corridor would connect Uptown Charlotte with Huntersville, Cornelius and Davidson along the existing O-Line rail corridor.
What Charlotte authorized
Charlotte City Council approved a contract amendment of up to $37.9 million with HDR Engineering for additional Red Line planning and design services at its March 9, 2026, meeting. The council record says the work will advance the project to the 30% design level and include completion of the environmental document.
The authorization is for design and planning. It is not a vote to begin construction or operate passenger trains. Independent reporting by WFAE said the project will still have to clear additional hurdles before construction, including securing funding for the construction phase.
What the design phase covers
The council-approved scope includes public involvement, station-area planning, utility coordination, vehicle coordination, track and grade-crossing design, systems design, vehicle maintenance-facility design and an updated engineering cost estimate.
CATSโ FY2027 budget outlook also identifies environmental documentation, safety and security planning, and railroad review and coordination with Norfolk Southern and CSX. The work is intended to refine how the corridor could operate and what facilities and infrastructure it would require.
What it means for Huntersville
Huntersville is one of the communities named in the planned corridor. The budget outlook describes future stations as mobility hubs with park-and-ride facilities, first- and last-mile options and connections to other transportation services. Those decisions could affect how residents reach the line, commuting patterns and nearby development, but the final station plan and related facilities are not settled.
Station decisions remain an active regional issue. WSOC-TV reported that proposed stops and their neighborhood effects have drawn debate and that the full board was expected to take up the stop plan in August. That context reinforces that proposed locations and access arrangements should not be treated as final.
What remains unresolved
The end-of-2027 target applies to the current 30% design phase. It is not a promised opening date for passenger service. Construction timing, the final project configuration, additional approvals and a passenger-service schedule have not been established.
For Huntersville residents, the immediate change is continued engineering and public planning rather than rail service. More decisions are expected during the roughly 18-to-24-month design process, including where stations and mobility hubs would be placed and how the corridor would operate.
