Oakland General Plan environmental review comments are due August 3
Monday, August 3, 2026, is the deadline for Oakland residents, organizations and agencies to comment on the environmental-review scope for Phase 2 of the city’s 2045 General Plan Update.
Oakland published its Notice of Preparation on July 3. The document starts the California Environmental Quality Act scoping process for a future environmental impact report, or EIR. Comments and questions should be emailed to generalplan@oaklandca.gov by the end of the August 3 comment period.
What Phase 2 covers
The city’s Phase 2 work focuses on the Land Use and Transportation Element; the Open Space, Conservation and Recreation Element; the Noise Element; and the Infrastructure and Capital Facilities Element.
Oakland’s project materials describe goals involving transportation options, walkable neighborhoods, access to stores, libraries and parks, open-space and recreation opportunities, noise near freeways, airports and industrial areas, and infrastructure such as roads, bridges, sidewalks, public restrooms and fire stations.
The review is citywide. The Notice of Preparation asks commenters to identify environmental issues, missing information and other subjects that the future EIR should evaluate. It is a preliminary scoping document—not an approval of new land-use rules and not a final policy decision.
Planning work is still underway
The environmental review is proceeding alongside other Phase 2 work, including the Draft Land Use Framework. On July 7, the Oakland City Council held a public hearing and study session to receive a presentation and public comments and provide feedback to staff on that draft framework. The city’s legislative record says the item was received and filed.
The Planning Commission’s July 15 meeting also included discussion of the Phase 2 environmental-review scope and the August 3 comment deadline. Those meetings were process milestones. Oakland has not adopted final Phase 2 General Plan elements.
The city’s current timeline lists November 2026 for release of draft Phase 2 elements, December 2026 through April 2027 for public comment on those draft elements, and fall 2027 as the anticipated adoption period. Those are planning milestones, not final approvals.
How to comment
Send comments and questions to generalplan@oaklandca.gov by August 3, 2026. Oakland’s official General Plan Update page and supporting-documents page provide the Notice of Preparation and related project materials for review.
Comments should focus on specific environmental concerns, information that may be missing, or subjects the future EIR should examine. The scoping notice does not guarantee that every issue submitted will be included in the final report.
For Oakland residents, the immediate issue is the closing of the comment period on the analysis that will accompany later citywide planning decisions. The land-use, transportation, open-space, noise and infrastructure policies themselves remain subject to additional drafting, public review and future action.
