Noblesville Gets $12 Million for State Road 37 Final Design, But Construction Funding Remains

Noblesville has received a $12 million federal BUILD grant to complete final design for a planned reconstruction of State Road 37, advancing the corridor project while leaving major construction funding to be secured or allocated later.

The city announced the award July 20, 2026, and WFYI independently reported on it July 22. The grant covers a 1.6-mile section of State Road 37 between Greenfield Avenue and State Road 32 in Noblesville.

The central takeaway for drivers and nearby businesses is that the award moves the project through design. It does not, by itself, pay for construction of the entire corridor.

What the State Road 37 project would include

City plans describe a grade-separated highway, three continuous-flow roundabout interchanges, an overpass bridge, bridge replacement and additional access improvements.

The project covers four signalized intersections identified by the Indiana Department of Transportation: Greenfield Avenue, Town and Country Boulevard, Pleasant Street and State Road 32. INDOT says the intersections have higher-than-average crash rates compared with similar intersections and that the project is intended to reduce congestion and crashes.

Those are intended outcomes, not guarantees that crashes, congestion or access problems will disappear. The final design will determine the specific roadway, bridge, interchange and access details.

The grant is for design, not the full buildout

The $12 million award will help complete final design for the full corridor and make later phases ready for construction funding. It does not provide all the money needed to build the entire State Road 37 project.

INDOT currently identifies only the southern section, from Greenfield Avenue to Town and Country Boulevard, as funded for construction. The agency does not identify all four intersections as currently funded for construction.

The U.S. Department of Transportation’s FY 2026 BUILD guidance recognizes planning awards for preparation and design activities that will not result in construction funded during the same grant round. In Noblesville, the award therefore represents an important design and project-readiness step rather than immediate authorization for the full reconstruction.

Cost and timing remain subject to future funding

WFYI reported that the southern two intersections are expected to cost more than $150 million. That is a reported estimate, not a final construction contract amount.

The city says construction of the southern section is currently programmed to start in 2031. WFYI reported that broader construction is planned for late 2030 or 2031. Those dates are planning targets, not guaranteed start dates, and depend on final design, funding, approvals and future project decisions.

What changes now for Noblesville

For commuters, the immediate effect is continued design work rather than reconstruction or a new traffic pattern. The design process can establish the layout, bridge work, interchange movements, property-access changes and construction needs that will shape later phases.

For businesses and property owners along the corridor, the project could eventually change access and traffic patterns, but the grant announcement does not set final construction schedules or all future traffic-control details.

The next practical step is completing final design while Noblesville, INDOT and other project partners pursue or allocate the additional construction funding needed for the southern section and the remaining improvements toward State Road 32.
