Joliet Starts Preston Heights Water-Main Replacement After Recurring Outages
Joliet has started Phase 1 of a long-term water-main replacement project in Preston Heights and nearby areas, moving the former Southeast Joliet Sanitary District system from transition planning into physical construction.
The work follows the City of Joliet’s February 1, 2026, assumption of ownership, operation and maintenance of the former district’s water and sewer system. The project is intended to replace aging mains, improve reliability and reduce the risk of future breaks and service interruptions.
Work targets former SEJSD service area
Joliet Public Utilities launched Phase 1 in July, according to the city’s July 21 announcement reported by Patch. The first phase covers key areas of the former SEJSD service area and is expected to benefit more than 700 households in Preston Heights and surrounding areas of unincorporated Joliet Township.
The project is a long-term infrastructure effort rather than a single repair. The city says the replacement work will improve system reliability and lay the foundation for additional improvements in the former district’s service area.
The city’s SEJSD transition materials say the former district determined it could not continue operating in a fiscally responsible manner without significant debt, provide needed infrastructure improvements or guarantee the continued stable delivery of safe drinking water. Those are the stated reasons for the transfer and should not be treated as the findings of an independent audit.
Project follows recurring outage reports
Residents in the area have reported repeated water interruptions. NBC Chicago’s reporting documented resident complaints about frequent outages and the effect of prolonged service interruptions on households.
The city told NBC Chicago that the system was in worse condition than expected after the takeover and that significant improvements would still be needed after initial repairs. The replacement project is aimed at aging mains and long-term reliability, rather than only responding to individual breaks.
Phase II design work was expected in early August
Design engineering for Phase II was anticipated to begin in early August. That would allow the city to continue developing later portions of the replacement effort while Phase 1 construction proceeds. The project has not been completed, and future construction timing remains subject to additional updates.
The city also listed a neighborhood meeting for Thursday, July 30, 2026, at Nowell Park Recreation Center as part of the SEJSD transition and resident-information process. Residents should continue checking city notices for project-specific updates as work advances.
Traffic and parking effects may vary by work area
Residents and drivers may experience temporary traffic impacts and parking restrictions in active construction areas. The July 21 project announcement said specific roadway closures and traffic-control information would be communicated as construction progresses. No Preston Heights-specific closure schedule is identified in the sources reviewed for this article.
Joliet’s construction-zone page directs residents to project updates and contact information for affected areas. The city has separately announced closures and detours for other 2026 water-main projects, but those locations should not be confused with the Preston Heights-area SEJSD work.
Separate citywide program provides broader context
The Preston Heights project should not be confused with Joliet’s broader 2026 water-main replacement program. A City Council record says that separate program consists of 12 contracts covering approximately 20 miles of water-main replacement at an estimated cost of about $65.76 million.
That figure is citywide context. It does not establish the cost of the Preston Heights project or assign a specific dollar amount to Will County or state and federal funding partners.
How residents can report problems
Residents can report a water-main break to Joliet Public Utilities at 815-724-4220, a line the city lists as available 24 hours a day. Water and sewer questions can be directed to the same number, with callers instructed to press 1 during normal business hours. The city’s SEJSD page also lists 815-724-3820 for billing questions.
Residents should watch for construction notices, posted traffic controls, parking restrictions and later announcements about Phase II as the replacement program moves forward.
