Portland’s Cully street-improvement project enters construction phase with water work and access changes
Portland has begun construction on the Cully Neighborhood Street Improvement Project, a multiyear effort that will combine water-infrastructure work with planned paving of gravel streets, sidewalks and traffic-calming measures in the neighborhood.
The Portland Bureau of Transportation lists July 17, 2026, as the construction start date. The overall construction period is listed as 2026 through 2028, but the city says schedule dates are tentative and may change.
Initial work centers on water infrastructure
Initial water-infrastructure work began on NE 66th Avenue between NE Prescott Street and NE Going Street. Work also began on NE 62nd Avenue between NE Cully Boulevard and NE Prescott Street.
The project is in its construction phase, not complete. Its planned scope includes paving gravel streets, adding sidewalks and installing traffic-calming measures, alongside upgrades to water infrastructure.
PBOT says work will be carried out in segments to limit impacts across the neighborhood. The city is coordinating the Cully Connector 70s Greenway with the street-improvement project to manage construction impacts and detours.
Residents should plan for access and parking disruptions
Cully residents in and near active work areas should expect local-access-only conditions, parking impacts, construction noise, dust and vibration. Construction also may change driveway access.
Those effects are tied to active construction rather than a permanent closure announcement. Residents will need to account for changing conditions as work moves from one segment to another over the listed 2026–2028 construction period.
Tree removal for the broader project is scheduled to begin in August 2026. As with the broader schedule, that timing is tentative, according to the city.

The project brings together street, pedestrian-safety and utility work in Cully, where the initial construction areas include portions of NE 66th and NE 62nd avenues. The city identifies the work as a coordinated transportation and water-infrastructure project intended to proceed in stages.
