Akron’s polymer innovation push enters a new federal funding phase
Akron’s role in a Northeast Ohio advanced-manufacturing initiative entered an implementation phase Aug. 1, creating a new checkpoint for the city’s polymer research, startup and workforce strategy.
The National Science Foundation announced July 14 that it selected the NEO-SMART Regional Innovation Engine, a partnership led by Case Western Reserve University and involving more than 70 regional partners, including the University of Akron. The initiative could receive up to $160 million from NSF over 10 years, but Akron’s exact share is not finalized.
The immediate question for Akron is which local projects receive the first dollars and under what process—not whether the city is receiving the full regional amount.
What the NSF award provides first
NSF said each of the 12 newly selected Regional Innovation Engines will initially receive $15 million over two years. The University of Akron’s announcement describes NEO-SMART’s schedule as $7.5 million in each of the first two years, followed by $15 million annually for three years and $20 million annually for five years if performance milestones are met.
That means the potential $160 million is not guaranteed spending. Later payments depend on the partnership demonstrating progress against defined milestones.
NEO-SMART focuses on Northeast Ohio strengths in polymers, metals, and chemicals and coatings. Its regional plan calls for research partnerships, startup support and workforce training. The stated goals include creating or retaining 20,000 jobs across an 18-county region and training 12,000 workers over 10 years. Those are regional targets, not guaranteed Akron outcomes.
Akron’s expected first flow
Signal Akron reported that Steve Millard, president and CEO of the Greater Akron Chamber and a member of NEO-SMART’s governing board, expects about $1 million of the initial funding to flow into Akron.
That figure is an expectation reported by Millard, not a confirmed city appropriation or finalized Akron project award. Signal Akron reported that the regional Engine’s first funding would help establish staff and administrative operations, with competitive grants expected later for projects involving institutions, employers, researchers and workforce partners.
Signal Akron also reported Aug. 1 as the start of the Engine’s implementation phase. The next practical steps are expected to include operating procedures, eligibility rules, grant solicitations and decisions about which projects receive support.
The University of Akron’s polymer facility
The clearest Akron connection is the Polymer Industry Cluster’s planned innovation pilot facility adjacent to the University of Akron’s National Polymer Innovation Center, at the former Lincoln Building site.
The University of Akron reported in March that $1 million in fiscal-year 2026 federal Congressionally Directed Spending will support polymer-processing equipment for the facility. That appropriation predates the July NSF Engine award and is separate from NEO-SMART.
The university also said the pilot facility represents a $25 million allocation from more than $100 million in earlier investments in the U.S. Sustainable Polymer Tech Hub and Ohio Greater Akron Polymer Innovation Hub. That $25 million figure should not be treated as money from the new NEO-SMART award.
The facility is intended to give researchers, established companies and startups space to test processes and produce initial scale-up quantities of new materials before commercial production. Its local effect will depend on construction, equipment installation, project or tenant selection and the availability of new grant opportunities.
City money is already part of the strategy
Akron’s 2026 capital budget includes $184,000 to support a new polymer cluster innovation center. The budget describes the city’s contribution as supporting physical improvements that include maker space, co-working space, a café, classrooms and mentoring services within the former BF Goodrich tire plant.
The budget places that spending within the city’s economic and job-development work, which includes attracting and retaining businesses and strengthening business districts. The allocation is part of Akron’s earlier local strategy; it does not establish the city’s final share of NEO-SMART funding.
What residents and workers should watch
The first visible effects are more likely to be grant solicitations, research and equipment announcements, workforce-training plans, startup support and updates on the pilot facility than immediate large-scale hiring.
Akron employers, University of Akron researchers, entrepreneurs and training providers should watch for NEO-SMART’s management process, eligibility rules, application deadlines and named local projects. Residents and workers should also distinguish between announcements of planning or equipment and evidence that construction, hiring or training has actually begun.
The larger job and investment projections remain dependent on performance, follow-on funding and whether the regional partnership converts research into operating businesses and employment. For Akron, the near-term test is whether its existing polymer infrastructure and public investment translate into clearly identified projects, accessible workforce opportunities and measurable local results.
