Colfax County to Hear Proposal for Commercial Composting Facility Near Schuyler
Colfax County commissioners will hear public testimony Tuesday, August 11, on Midwest Soilogix LLC applications for a proposed commercial composting facility near Schuyler.
The public hearing is scheduled for 10:00 a.m. in the Commissioners Room at the Colfax County Courthouse, 411 East 11th Street, Schuyler. The county notice describes the proposed location as Road 7 north of Road F. The reviewed records do not establish whether that proposed site is inside or outside Schuyler city limits.
Two applications are before the county
The hearing concerns a local siting application from Midwest Soilogix LLC and a conditional-use permit application for a commercial composting facility at the proposed Road 7 and Road F location. The applications remain proposals. The county notice does not say that either application has been approved.
The regular Colfax County Board of Commissioners meeting is separately posted for 8:30 a.m. on August 11 in the same Commissioners Room. The public-hearing notice sets the hearing time at 10:00 a.m. Residents should check with the County Clerk for the latest agenda and meeting sequence before attending.
How residents can participate
The public-hearing notice invites testimony supporting, opposing, criticizing, or offering suggestions and observations about the applications. Interested parties may offer oral comments at the hearing.
Interested parties may also file written comments with the Colfax County Commissioners, but the comments must be received by the County Clerk before the August 11 public hearing date. The reviewed notice does not specify whether comments should be delivered in person, mailed, emailed, or submitted by another method.

What county officials must review
Colfax County’s commercial-composting regulations say a conditional-use permit may be granted for a commercial composting area or facility in the A-1 agricultural district, subject to county review. That language does not guarantee approval.
The regulations direct county officials to consider:
- Effects on adjacent properties and traffic;
- Whether the use is necessary and offers a public advantage;
- Whether access routes can be maintained in all weather and kept free of rubbish, trash, litter, and debris;
- Effects on underground water quality;
- Immediate and long-term effects on the environment and the public; and
- Public-safety concerns.
The rules also require application materials addressing compliance with applicable government regulations and standards. The regulations separately call for information such as the proposed operation, equipment, haul routes, water and drainage conditions, and pollution or nuisance controls, but the reviewed records do not establish what Midwest Soilogix has submitted or what conditions might eventually apply.
What remains unknown
The records reviewed for this report do not establish the proposed facility’s capacity, operating schedule, truck volume, environmental controls, final permit conditions, or the materials the applicant would accept. They also do not establish whether commissioners will approve, deny, continue, or attach conditions to the applications.
For Schuyler-area residents, the August 11 hearing is the next scheduled public step in a Colfax County proceeding involving a proposed facility near the community. Any final decision or conditions should be reported separately after official action.
