Floresville’s proposed $10 million water-and-sewer certificates remain in planning stage
Floresville has published a notice of intent to issue up to $10 million in combination tax and revenue certificates of obligation for waterworks and sewer improvements, related property and equipment, professional services, and issuance costs. The notice, published Dec. 11, 2025, authorizes a future City Council action but does not establish that the certificates were sold or delivered.
The city’s November 2024 capital-improvement plan identifies a $3 million project for a new water well and two 100,000-gallon storage tanks. Floresville says it owns three existing water wells and has system pumping capacity of 1,275 gallons per minute. The notice covers broad eligible uses rather than a final spending schedule, so the full $10 million is not identified as funding for the well project.
S&P Global Ratings’ Nov. 17, 2025, release assigned an A rating and positive outlook to the anticipated 2026 certificates. S&P also upgraded the city’s outstanding certificates and general-obligation debt from A-minus to A, citing reserves above 50% of operating revenues during the two most recent audited years. As of Aug. 8, 2026, the city had not publicly disclosed whether the certificates were ultimately issued, sold or delivered, the final borrowing terms, or the completed allocation of proceeds. The next known step is future council action on the proposed financing.
