Janesville Voters to Weigh Authority Over GM/JATCO Development

Janesville voters will face a referendum tied to the future of the former General Motors and Janesville Automotive Transport Company properties after the City Council unanimously approved ballot language for the November 3, 2026, general election.

The council action came July 13, 2026. The referendum concerns whether voters will have a role in deciding if major development projects proceed at the former GM/JATCO site, making the ballot question part of a larger debate over the future of a significant former industrial property in the city.

The vote approved the referendum language, but it did not decide the redevelopment question itself. The election outcome will not be known until voters cast ballots in November.

Planning work is already underway

The referendum is moving forward alongside a city-led redevelopment planning process for the former GM/JATCO properties. The process is intended to help shape a redevelopment master plan and broader development strategy for the site.

Janesville and the GM/JATCO Redevelopment Advisory Board have launched a public website for the project and opened a community survey. Residents can use the survey to provide input that will inform the master plan and the city’s approach to future development.

The advisory board is expected to present a draft redevelopment plan to the City Council. That work is part of an 18-month planning process, giving city officials, board members and residents time to consider possible approaches before redevelopment advances further.

The sequence matters because the city’s planning work and the referendum are developing at the same time. Public input is being gathered now, the advisory board is expected to prepare a draft plan, and voters will later decide the referendum at the general election.

Why the referendum matters
