Raleigh Sets Aug. 18 Hearing on Annexations and Rezoning Cases
Raleigh City Council has scheduled a public hearing for Aug. 18, 2026, on land-use matters that could affect city boundaries, development permissions and school-site zoning standards in multiple parts of the city.
The hearing will begin at 1 p.m. in the City Council Chamber at 222 W. Hargett St. The docket includes annexation petitions, four rezoning matters, a comprehensive-plan amendment and a proposed text change involving school lot area.
Annexation petitions
The annexation petitions concern 3101 Jones Sausage Road; 5700 Fox Road; and properties on Leesville Road and Shady Grove Road.
Annexation is the process through which property may be brought within Raleigh’s municipal boundaries. If approved, an annexation can place a property within the city’s land-use framework. The Aug. 18 hearing is a scheduled public-hearing step, not a statement that the listed petitions have already been approved.
The city’s public-hearing notice identifies the petitions and their locations but does not state whether each item will receive a final vote at the Aug. 18 meeting.
Rezoning cases across Raleigh
The docket also includes rezoning matters involving 12301 Leesville Road; 7652 Leesville Road and 3321 Shady Grove Road; 319 Heck Street; 4804 and 4808 Spring Forest Road; 5525 and 5605 Rock Quarry Road; and 309 North Boylan Avenue.
A rezoning can change the development rules that apply to a property. Those rules help determine which land uses are allowed under Raleigh’s Unified Development Ordinance and how later development proposals are evaluated.
The hearing notice identifies the properties but does not give proposed unit counts, acreage or detailed development programs for the cases. The addresses alone do not establish the scale or final form of any future development.
Raleigh says supporters and opponents generally receive eight minutes each during rezoning hearings. The time allotment gives people on both sides an opportunity to address the council before members consider the matter under the city’s public-hearing procedures.
Planning amendment and school-lot proposal
The agenda includes a comprehensive-plan amendment for Old Crews Road. A comprehensive plan provides a long-range planning framework for the city and can shape how future land-use decisions are considered in an area.
The docket also includes Text Change TC-1-26, concerning school lot area. Unlike a rezoning tied to a specific property, a text change can revise development regulations that apply more broadly. This proposal focuses on standards for school sites.
That puts property-specific cases on the same hearing agenda as broader planning and zoning-policy questions. The annexation petitions address municipal boundaries, the rezonings address property-level development rules, and the Old Crews Road and school-lot matters concern planning or regulations that can guide future decisions.
What residents should know
Residents interested in a particular address or in the school-lot proposal can attend the public hearing at City Hall. People planning to speak on a rezoning should account for the city’s stated eight-minute allotment for supporters and opponents.
The hearing is scheduled for Tuesday, Aug. 18, at 1 p.m. in the City Council Chamber at 222 W. Hargett St. The council’s handling of the individual petitions, rezonings, plan amendment and text change will determine what happens next for each matter under Raleigh’s development regulations.
