Sierra Vista schedules hearings on proposed water-conservation code changes

Sierra Vista has scheduled public hearings on a proposal to remove the city’s standalone Water Conservation article and place its provisions in other parts of the municipal code.

The Planning and Zoning Commission is scheduled to hold the first hearing on July 28, 2026. A second public-hearing date is listed for Aug. 13, 2026. The hearings are scheduled at Sierra Vista City Hall, 1011 N. Coronado Drive.

What would change

The proposal would remove Article 151.16, titled “Water Conservation,” as a standalone provision. The city’s public-hearing notice says water-conservation provisions would instead be relocated into other code sections.

The affected areas could include plumbing, water usage and landscaping rules. The notice identifies Development Code Article 4, landscaping provisions, and Chapter 150 of the Building and Property Maintenance Codes as areas connected to the proposed changes.

That structure could matter to residents, property owners and builders who work with requirements for plumbing systems, outdoor landscaping or water use. It could also affect how those requirements are organized and applied across the city’s development, building and property-maintenance codes.

Final rules have not been set

The scheduled hearings concern a proposal, not a confirmed elimination of water-conservation requirements. The notice does not say whether the requirements would become stricter, looser or remain unchanged after the provisions are relocated.

The public schedule identifies the two hearing dates, but it does not establish the outcome of the Aug. 13 hearing or a final Sierra Vista City Council vote. The final wording of the proposed amendments had not been established in the public notice.

The hearings will give the Planning and Zoning Commission a public forum to consider the proposed code changes before any later council action. Residents, property owners and businesses that may work under plumbing, landscaping or water-use rules can use the listed hearings to follow the proposal as it moves forward.

Other recent city actions

Sierra Vista’s council-actions records also show adoption of the final FY2026-27 budget and approval of a memorandum of understanding that makes the city the municipal project sponsor and fiscal agent for federal funds for a micro-community-development project.

A separate city news report records council approval of Development Code amendments eliminating temporary materials in permanent commercial signage. Those actions reflect other recent city activity involving budgets, development rules and municipal projects, but they are separate from the scheduled water-conservation hearings.
