Coon Rapids approves Cardinal Crest plat and water plant work
The Coon Rapids City Council approved a series of housing, land-use, parks, property and infrastructure actions at its July 21, 2026, meeting, including the Cardinal Crest development at 9050 East River Road.
The council approved rezoning the property to LDR-3 and approved both the preliminary and final plat for Cardinal Crest. Those actions move the project through the cityโs land-use and plat approval process.
The cityโs meeting summary does not state the number of homes, project acreage, developer or construction schedule. It also does not identify a construction start date.
Property and parks actions
The council also accepted the Parks, Recreation, Open Space and Trail System Master Plan. The plan provides the cityโs framework for parks, recreation facilities, open space and trails.
In another property matter, the council approved a second amendment to a purchase agreement for 2831 113th Avenue. The meeting summary does not disclose the amended agreementโs terms.
Water, wireless and watershed decisions
The council approved the purchase and payment for rehabilitation work at the Coon Rapids Water Treatment Plant. The summary does not state the projectโs cost or work schedule, so the timing and financial size of the rehabilitation were not identified in the meeting notice.
The council also approved an amendment to a New Cingular Wireless lease for the Foley monopole and approved nominations to the Coon Creek Watershed District Board of Managers.
Taken together, the decisions affect how land can be developed, how the city plans parks and trails, how it manages city property and how it maintains a major water-system facility. The July 21 meeting records are available through the cityโs agendas and minutes page.
