Benicia voters face three measures on Nov. 3 ballot
Benicia voters will decide three city measures in the Nov. 3, 2026, General Municipal Election, according to the City of Benicia. The ballot lists Measure X, Benicia Business License Modernization; Measure Y, Limited City Charter; and Measure Z, Real Property Transfer Tax. The measures are pending, and voters have not yet decided them.
Local News Matters reported Oct. 15 that two measures concern taxes and that one depends on passage of a third measure granting local control over a tax on property sales. It also reported that Measure X would lower license-tax rates for small businesses, raise rates for others, and eliminate the tax for businesses reporting less than $100,000 in annual earnings. The reported changes would affect businesses operating in Benicia.
The City of Beniciaโs election listing gives the measure titles; the reported dependency comes from Local News Matters. Voters are scheduled to decide the questions on Nov. 3.
