Unofficial returns show Allegheny voters reject council charter change
Allegheny County voters rejected a Nov. 3, 2026, ballot question on county-funded staff, district offices and benefits for County Council members. Patch reported 330,883 votes against and 156,590 in favor in a Nov. 4 update, a margin of 174,293. The totals are unofficial.
The two reported totals add up to 487,473: 67.9% opposed the question and 32.1% supported it, or about 2.1 votes against for every vote in favor. That opposition share was close to WESAโs election-night report of nearly 68%, when 12 of the countyโs 1,327 precincts had not reported.
What the charter question would have changed
The question asked voters to repeal Article III, subsection 7(c), of the county Home Rule Charter. That provision bars county funding for council membersโ personal staff, district offices and fringe benefits, including health and life insurance, pensions and personal motor vehicles.
A yes vote would have removed those restrictions, but would not by itself have created staff positions, set a benefit package or authorized a specific amount of spending. A separate charter limit on the councilโs budget was not part of the question. With the measure defeated in unofficial returns, the existing restrictions remain in place while election processing continues.
The council has 15 members and three full-time staffers, and members receive yearly stipends of roughly $11,000, WESA reported. Supporters argued that removing the restrictions could increase capacity for constituent service and make council service accessible to more people. Opponents raised concerns about additional public spending amid the countyโs financial pressures.
County processing continued after the vote
In its Nov. 6 update, Allegheny County said all precincts were reporting and in-person and mail-ballot results were up to date, while canvassing and provisional-ballot processing continued. The county said it had received about 5,800 provisional ballots and expected unofficial results from them at the end of the following week. It also said military and overseas ballots could be received through Nov. 10 and would be counted afterward.
Pittsburgh residents voted as part of the countywide question; it did not amend Pittsburgh city government.
