Belton-area water bills: BHPWA base rates change July 1, 2026—what to expect

Belton-area customers served by the Belton-Honea Path Water Authority (BHPWA) should expect changes tied to a rate-table update that BHPWA says is effective July 1, 2026. In its published schedule, the authority increases a fixed monthly base charge based on meter size, updates the per-1,000-gallon water rates, adds a separate SC DHEC fee for all meters, and lists late/non-payment fees that can raise the amount due if a bill isn’t handled on time.

How much you pay depends on both your meter size and your water use during the billing period—so the “rate” isn’t one single number for everyone.

First thing to check: your meter size and the “base rate” line

On your most recent BHPWA bill, find the meter-size category (for example, 3/4-inch or 1-inch). BHPWA’s schedule shows a fixed monthly base charge by meter size, plus a separate per-1,000-gallon water charge.

New BHPWA monthly base rates (effective July 1, 2026)

BHPWA lists these fixed monthly base charges:

• 3/4-inch: $32.51 per month
• 1-inch: $58.49 per month
• 2-inch: $131.19 per month
• 3-inch: $192.93 per month
• 4-inch: $617.34 per month

Per-1,000-gallon water charges vary by meter size

In addition to the monthly base charge, BHPWA’s table lists per-1,000-gallon rates based on meter size:

• 3/4-inch and 1-inch meters: $3.72 per 1,000 gallons
• 2-inch, 3-inch, and 4-inch meters: $2.53 per 1,000 gallons
• Wholesale: $2.70 per 1,000 gallons

Extra fixed line item: SC DHEC fee (all meters)

BHPWA also lists a separate SC DHEC fee that applies to all meters: $0.98 per month.

Late-payment and non-payment fees that can add cost

BHPWA’s rate table also spells out charges tied to late or failed payments:

• Late charge: 10% of the original bill amount
• Cut off / non pay fee: $40.00
• Returned check: $40.00

BHPWA further notes that on all checks returned for insufficient funds, customers must pay all outstanding bills and penalties in cash before service will be restored.

Comparing utilities? Use caution

If you’re comparing providers, the South Carolina Rural Infrastructure Authority (RIA) says its water and sewer rate survey is based on a standardized residential usage level of 5,000 gallons per month.
