Comptroller launches Rams tracker after St. Louis Board Bill 22 signing

After Mayor Cara Spencer signed St. Louis Board Bill 22 on July 13, City Comptroller Donna M.C. Baringer unveiled a new Rams settlement funds transparency tracker aimed at helping residents follow how Rams money ties to specific City contract approvals.
Comptroller Baringer said the tracker is designed for public accountability during the City’s contracting workflow—meaning residents can look for what has been approved “to date,” and keep checking as Rams-funded items move through City approvals and funds are encumbered for specific projects.
What changed: Board Bill 22 and the Rams funding framework
Board Bill 22 establishes the framework for investing Rams settlement funds and appropriates $255,000,000.00 of Rams Settlement Funds into new special funds for purposes that include rebuilding North St. Louis from the May 16th tornado, citywide infrastructure and neighborhood investments, and Downtown revitalization.
City documents also show the bill cleared final passage on July 2, 2026, with a vote of 12–3. The three “No” votes were cast by Aldermen Bret Narayan, Matt Devoti, and Sharon Tyus.
What the tracker is meant to show residents
In her July 16 announcement, Comptroller Baringer described the tracker as a tool that will be updated as contracts funded with Rams settlement dollars come before the Board for approval and as those funds are encumbered for specific projects.
The Comptroller’s explanation is also a reminder for residents: the tracker is about transparency in the approval/encumbrance process—not a guarantee that all authorized projects are already underway or completed.
The first public snapshot: “RAMS SETTLEMENT TRANSPARENCY DASHBOARD”
As part of the launch, the City posted an initial Rams tracking infographic in the Board of Estimate and Apportionment meeting materials for the 07-15-26 regular meeting.
The meeting packet includes a document titled “Rams Settlement Transparency System”, and the dashboard within it is labeled “RAMS SETTLEMENT TRANSPARENCY DASHBOARD.” That first snapshot shows:
- Total allocation: $255,000,000.00
- Approved to date: $11,627,500.00
- Last approval date shown: 07/15/2026
The dashboard also lists major investment areas and funding buckets for the North St. Louis recovery, citywide infrastructure, and Downtown-related priorities.
How to use it alongside the Board approval process
If you’re trying to answer “what got approved yet?” the tracker’s “approved to date” and “last approval date” fields are the fastest way to see the current snapshot. From there, residents can use the dashboard to understand where Rams-settlement investment categories are headed—then watch for later updates as additional Rams-funded contract items reach the Board process.
What to watch next
Because updates are expected as Rams-funded contracts come before the Board and funds are encumbered for specific projects, the most useful habit for residents is checking back over time. The tracker is intended to be a running accountability tool—so you’re not limited to waiting for later announcements to understand what has been approved so far.
