Seattle and King County announce KCRHA reset—what’s in the Aug. 1 plan

Seattle and King County announced a “reset” for the King County Regional Homelessness Authority (KCRHA) on July 1, with a focus on corrective action, stronger fiscal oversight, and a defined plan for how city- and county-funded homelessness contracts will be administered.
At the center of the plan is a Contracts Transfer Plan due August 1, 2026. Officials also said contract-administration responsibilities will begin transitioning from KCRHA to specific city and county departments in January 2027.
What Seattle and King County announced July 1
In their joint announcement, Seattle Mayor Katie Wilson and King County Executive Girmay Zahilay described a three-step approach: stabilize KCRHA’s operations, right size its responsibilities, and reset how the regional homelessness response is governed and managed.
The administration said the plan bolsters fiscal controls, refocuses KCRHA on core responsibilities as King County’s Continuum of Care lead entity, and transitions the management of city- and county-funded contracts back to King County and the City of Seattle. Officials said this is intended to preserve KCRHA’s ability to apply for and manage federal homelessness funding while rebuilding public trust and strengthening accountability.
The “forensic evaluation” backdrop and corrective action work
Officials said the July 1 actions follow an April 2026 independent forensic evaluation that identified significant concerns tied to KCRHA’s financial management, governance structure, and internal controls.
The mayor’s office also said KCRHA submitted its corrective action plan on May 22. KUOW reported that the forensic findings included $8 million “that couldn’t be accounted for,” and said officials characterized the corrective action plan as missing the “clarity, timelines or urgency needed.”
The Contracts Transfer Plan: shifting contract administration and oversight
Under the July 1 plan, Seattle and King County said they will develop a comprehensive Contracts Transfer Plan to shift homelessness service contracts to:
- the County’s Housing and Community Development Division within the Department of Community and Human Services (DCHS), and
- the City of Seattle’s Human Services Department (HSD).
Officials said the transfer plans will be submitted to the King County and Seattle city councils by August 1, and that contract administration responsibilities will begin transitioning from KCRHA to DCHS and HSD in January 2027. The announcement also said the County and City plan to partner with service providers during the transition to maintain continuity of funding and services.
KUOW also reported that city and county officials said they would reclaim oversight of local contracts for services including shelters, day centers, and rapid rehousing, and that the transition is expected to begin in January 2027.
Key dates residents should watch
- July 2026 through end of the year: Seattle and King County said they will embed an independent financial monitoring firm in KCRHA, beginning in July, to improve invoicing and strengthen controls and support timely payments to service providers.
- August 1, 2026: The Cities and the County will submit the Contracts Transfer Plan to the King County Council and the Seattle City Council.
- January 2027: Officials said contract administration responsibilities will begin transitioning from KCRHA to the county and city departments named in the announcement.
Officials also pointed to longer-term governance work tied to the broader “reset” effort—specifically a Breaking the Cycle Workgroup report due November 30, 2026, plus recommendations expected from Regional Reset Conversations by the first quarter of 2027.
How residents and service providers can track the transition
KCRHA posts meeting materials online as part of its public governance. One practical place to watch for updates is the System Performance Committee. The next scheduled meeting shown on the KCRHA calendar is Wednesday, July 15, 2026, from 2:00–4:00 p.m. PT (Zoom).
As the Aug. 1 Contracts Transfer Plan deadline approaches, these public meeting materials may help residents and providers see how system performance reporting and oversight considerations continue while administrative responsibilities shift in January 2027.
What’s still unclear
As of the July 1 announcement, officials have not published contract-by-contract changes. The specifics that residents and providers will likely want to see—exactly how oversight will work in practice for particular shelter, day-center, and rapid rehousing providers—are expected to be spelled out through the August 1 Contracts Transfer Plan and related council review documents before responsibilities transition in January 2027.
