Europe’s Drought and Heat Push Wildfire and River Risks Into Late Summer
Europe’s worsening drought is no longer only a heatwave story. A European Commission Joint Research Centre assessment published August 12, 2026, found that prolonged rainfall deficits and repeated heatwaves were compounding wildfire risk while pushing several major rivers to exceptionally low levels.
The assessment said 505,683 hectares had burned in the European Union by August 5, compared with 379,392 hectares by the same date in 2025. The comparison could narrow as later August data are added, but the 2026 total was already above the same point last year and above the long-term average.
The consequences extend beyond burned land. Low water is pressuring crops, river transport, electricity generation, ecosystems and public health across parts of Europe, with forecasts pointing to continued heatwave risk and drier-than-average conditions in parts of the continent into September.
Drought covers half of the EU and UK
Late-July data from the Commission’s European Drought Observatory showed that 50% of the European Union and the United Kingdom was under some level of drought: watch, warning or alert. About 9% of the EU-and-UK territory was at alert level.
The categories describe increasing impacts. Watch indicates below-normal rainfall. Warning points to declining soil moisture. Alert means those conditions persist and vegetation is showing visible stress, signaling that drought is affecting crops.
The assessment identified hotspots in France, Germany, Hungary, Romania and the UK. It also cautioned that Europe is not experiencing identical conditions everywhere: the August 11 World Meteorological Organization briefing noted lower-than-average temperatures and above-average rainfall in parts of eastern Europe and Scandinavia.
Low rivers add pressure to food, freight and power
The Joint Research Centre named the Loire, Po, Rhine and Danube among the major rivers reaching exceptionally low or record-low levels in August. Conditions vary along each river and between individual catchments, but low flows can reduce water available for navigation, ecosystems, agriculture and industrial use.
Independent reporting described reduced cargo capacity and restrictions affecting parts of the Rhine and Danube. When vessels must carry less cargo, freight costs can rise and deliveries of bulk commodities or industrial inputs can be delayed even without a formal supply emergency.
Energy systems are also exposed. The Commission linked low river levels and hydrological stress to pressure on hydropower and nuclear generation in affected areas. Reporting from Germany, Hungary and Romania described risks involving cooling water, navigation and industrial activity. Water-management systems face competing demands from households, farms, factories and power plants.
Crop conditions are under pressure, but the assessment did not indicate a continent-wide food shortage. Overall EU yield forecasts remained slightly above the five-year average, although below last year’s levels. Compared with the previous month, winter-crop forecasts had declined by about 1% to 4%, while estimated reductions for grain maize and sunflower were about 6% to 7%.
Western Europe’s record heat is worsening fire and smoke risks
At an August 11 Geneva briefing, the World Meteorological Organization said western Europe had its hottest June-July period on record. That finding applied to western Europe, not the continent as a whole. The briefing also said wildfire emissions in France were comparable to or higher than those recorded during the extreme fire years of 2022 and 2023, while Spain’s emissions were well above average for the time of year.
The WMO said the rainfall deficit had been building since April 2026. In parts of Hungary, Serbia and the Adriatic region, between 250 and 350 millimeters of additional precipitation would be needed to normalize the surface-water balance. Even normal rainfall starting immediately would not restore conditions quickly.
The World Health Organization warned that wildfire smoke’s principal public-health threat is particulate matter. Smoke can worsen diseases of the lungs and heart and can affect other organs, while firefighters and emergency workers face particular risks from heavy exposure, burns and inhalation.
Why one storm would not quickly solve the problem
A short period of rain may reduce fire danger temporarily, but it would not necessarily replenish depleted soil moisture, reservoirs or navigable river levels. The August 11 briefing said sustained precipitation would be needed to repair the accumulated deficit.
The Joint Research Centre’s seasonal outlook points to much drier-than-average conditions across large parts of Europe from July through September, especially in central-western Europe and southern Scandinavia, while heatwave risk remains elevated in August. Wetter-than-usual conditions are expected in Mediterranean areas. Later wildfire totals, river-flow measurements and crop data will determine how much the current picture changes, but the immediate issue is already clear: drought is affecting several connected systems at once.
