ICAO urges global coordination as drones raise aviation risks
The International Civil Aviation Organization is urging states to improve how they manage unauthorized drones and related military air activity after warning that the risks to civil aviation are becoming an international coordination problem.
ICAO made the call in a July 9 announcement after its European and North Atlantic Regional Office held a counter-unmanned-aircraft workshop July 7-8 in Kraków, Poland. The organization said the response requires sustained cooperation among states, aviation authorities, airports, airlines, air-navigation providers and security bodies.
What happened in Kraków
The workshop was organized with Poland’s Civil Aviation Authority. Its stated objective was to exchange information and best practices on counter-unmanned-aircraft measures, address emerging safety and security threats and improve coordination among civil-aviation stakeholders.
Participants included civil aviation authorities, aerodrome operators, air operators, air-navigation service providers and regional and international organizations. ICAO said the discussions covered safety, security, air navigation, cybersecurity and privacy risks associated with unmanned aircraft systems.
ICAO’s announcement referred both to increasing reports of unauthorized UAS incursions and to related military air activity. Those are connected to the broader airspace challenge but are not the same thing: the record does not attribute a specific incident to a particular state or actor.
What ICAO wants states to improve
ICAO said delegates identified stronger governance, better information sharing and more coordination between aviation and security authorities as priorities.
One specific goal is interoperability between unmanned-traffic-management systems and national UAS registries. In practice, better links could help authorities determine whether a drone is operating cooperatively within an approved framework or is unidentified and potentially non-cooperative.
ICAO also said states should address interoperability between civil and state systems. It highlighted the possible value of feeding civil-aviation data, including local trends and incident reports, into state intelligence and risk-planning systems.
The organization announced that it is developing Integrated Risk Management guidance for states and other stakeholders. ICAO said the guidance is expected to be issued in the coming months.
That is policy development and coordination work, not a completed binding international counter-drone regulation. National aviation authorities will still decide how measures are adopted, enforced and communicated in their own airspace.
Why collision risk is moving up the agenda
ICAO’s July 23 safety analysis said scheduled commercial air transport involving airplanes with a maximum take-off mass above 5,700 kilograms carried approximately 5 billion passengers on 38 million flights in 2025. The number of accidents fell from 95 in 2024 to 85 in 2025, and the accident rate declined from 2.6 to 2.2 accidents per million departures.
At the same time, ICAO said mid-air collision was one of five global high-risk categories of occurrences. Four mid-air-collision-related accidents accounted for nearly 15% of worldwide fatalities in 2025.
ICAO connected that risk to the challenge of integrating drones and advanced-air-mobility vehicles into increasingly busy and complex airspace. Unauthorized drones are not the only source of collision risk, and ICAO did not say that every sighting creates an imminent danger to an airliner. The concern is that drones add another fast-moving and difficult-to-attribute hazard, particularly near airports, borders and conflict zones.
How passengers can feel the effects
A drone incident does not have to strike an aircraft to disrupt a trip. Authorities may restrict airspace, make a runway or airport temporarily unavailable, divert flights or impose operating limits while a threat is assessed.
The International Air Transport Association, an industry association, cited disruptions at Lublin, Modlin, Rzeszów and Warsaw airports in Poland during September 2025. Its briefing said drone activity temporarily made airports unavailable, restricted airspace and produced high delays. It also said Lublin was affected again several days later because of a drone threat.
That example does not mean every drone report causes a closure, or that drone activity is the only possible cause of delays at those airports. It shows the operational chain: a fast-moving security concern can lead to precautionary airspace restrictions, airport unavailability, diversions and cancellations even without a documented collision.
For travelers, the practical lesson is straightforward: an airport disruption may reflect a precautionary security response rather than a confirmed crash or attack. Airline and airport alerts are the most useful sources during an active incident because restrictions and departure plans can change quickly.
What happens next
ICAO’s immediate next step is the planned Integrated Risk Management guidance, alongside continued work on advanced air mobility and broader aviation coordination. Airports and airlines may eventually receive more standardized risk information, but national procedures will continue to vary.
The immediate change is therefore not a new worldwide passenger rule. It is an effort to connect drone registries, unmanned-traffic systems, civil-aviation authorities and state security bodies before a fast-moving incident causes wider disruption.
For passengers, the likely effect is practical rather than universal: a drone incident near an airport can affect a flight even when no aircraft is struck. The most reliable response is to monitor airline and airport notices while aviation and security authorities determine whether airspace can safely remain open.
