U.N. Assembly Renews Volker Türk as Rights Chief

The U.N. General Assembly voted 144-10 on Friday to renew Volker Türk’s appointment as high commissioner for human rights, giving him a second four-year term that will run from October 12, 2026, through October 11, 2030. Thirteen countries abstained.

The decision was made during a plenary meeting at U.N. Headquarters in New York on July 24, 2026. It approved a recommendation from the secretary-general contained in document A/80/797.

The vote gives Türk a confirmed appointment extending beyond the end of António Guterres’s current term as secretary-general. Guterres’s term ends on December 31, 2026, less than three months after Türk’s renewed term begins.

Assembly rejects shorter appointment

Before voting on the four-year renewal, the Assembly considered a proposal from the Russian Federation that would have appointed Türk only from October 12 through December 31, 2026. That proposal was rejected by 19 votes in favor and 71 against.

The transcript indicates that there were additional abstentions on the Russian proposal, but it does not display a complete abstention total for that vote. The proposal was not adopted, and the Assembly then proceeded to vote on the longer appointment.

The two votes put different approaches to the appointment before delegates. The Russian proposal would have limited the new term to the final months of 2026, leaving the position open for a later decision. The approved measure sets a four-year term that continues through October 2030.

Debate focused on secretary-general transition

Delegations debated whether the incoming secretary-general should participate in a decision covering a substantial period after the change in U.N. leadership. The concern centered on the timing: Türk’s term begins before Guterres leaves office but continues for nearly four years afterward.

By approving the secretary-general’s recommendation, the Assembly selected the full four-year period despite those objections. The decision establishes the dates of Türk’s next appointment before the secretary-general transition is completed.

The final tally showed broad support but not unanimity. The 144 votes in favor were accompanied by 10 votes against and 13 abstentions. The result therefore recorded both approval of Türk’s renewal and opposition from some member states.

The high commissioner for human rights is the head of the Office of the U.N. High Commissioner for Human Rights. The Assembly’s action concerns the appointment’s length and dates; the vote itself does not establish how individual delegations will approach particular human-rights issues during the renewed term.
