Baltimore moves to renegotiate BGE underground deal before renewal deadline

Baltimore is moving to renegotiate its underground utilities deal with Baltimore Gas and Electric instead of letting it roll over automatically. Current reporting says Mayor Brandon Scott’s administration notified BGE that the city does not want the agreement to renew on its own, setting up talks over the next term.
The issue is Baltimore’s underground conduit system — the buried network that carries cables, wires, and similar facilities under city streets. The city code has a dedicated subtitle for the system, and the settlement agreement spells out who maintains it, who pays for capital improvements, and how that work is prioritized.
Why the conduit system matters
For residents and businesses, the conduit system is the kind of infrastructure that becomes visible only when streets are opened for repairs or upgrades. The agreement defines maintenance as repairs, non-capital replacements, and inspections needed to keep the system in good working order, and it links the system to reliable electric service.
The current amendment runs through December 31, 2026 and says BGE is responsible for up to $120 million in conduit capital improvement work during the initial term. It also says the agreement automatically renews for three more years unless either side gives written notice not to renew at least 180 days before the initial term ends.
That means Baltimore’s notice is more than procedural. The city can now push for a new deal on BGE’s investment obligations, maintenance payments, and the pace of future underground work before the automatic renewal kicks in.
For commuters, nearby businesses, and property owners, the practical stakes are street disruption, project timing, and how quickly buried infrastructure work moves through neighborhoods. What happens next will help determine who pays, who schedules the work, and how Baltimore manages the conduit system after 2026.
